GENERAL DESCRIPTION
Under the direction of the Airport Safety and Operations Manager, performs highly responsible administrative work in the direction of special security and safety programs as ranking officer in charge of the Police/ARFF Division at Greater Baton Rouge Airport District. Work involves responsibility for developing and maintaining programs for fire prevention and fire fighting; aircraft rescue-fire-fighting; law enforcement in the Airport District; cooperative on-the-job training for airport safety personnel; and policing for the protection of life and property through the enforcement of laws and combating aircraft fires. Work is performed in accordance with recognized fire and safety codes and laws, rules, and regulations governing the agency, and is reviewed by conferences, reports and results of work. General direction is exercised over the Airport Police/ARFF Lieutenant. Incumbent is on twenty-four hour call. Performs other work as requested.

ESSENTIAL WORK TASKS
Performs various staff level duties and makes recommendations to the Airport Safety and Operations Manager concerning personnel and equipment needs. Acts as coordinator and liaison with related safety organizations and Federal Regulatory Agencies, i.e., Occupational Safety and Health Act (OSHA), Federal Aviation Administration (FAA), City Police, Fire, EMS, Communications and Sheriff Departments. Plans, coordinates, and directs the work of Greater Baton Rouge Airport, Police/ARFF Division. Reviews all reports, tickets, summons, inspections, etc. Establishes aircraft rescue-fire-fighting and security procedures and coordinates safety and police training programs. Acts as incident commander for all police and fire incidents. Investigates complaints on officers and recommends disciplinary action. Conducts periodic, large-scale, law enforcement and rescue-fire-fighting drills such as, "Mock Quarters" and evaluates results with a view toward correcting inadequacies.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of federal, state and local laws and regulations governing the operation of the airport. Knowledge of principles, practices and techniques of airport safety and law enforcement work. Knowledge of airport operations and procedures including all emergency plans. Knowledge of law enforcement and safety equipment and its proper use. Skill in the use and care of firearms. Ability to plan, organize and direct the work of security and safety personnel in a manner conducive to full performance and high morale. Ability to establish and maintain effective airport safety and law enforcement programs on a large-scale. Ability to establish and maintain effective working relationships with other employees, related agency representatives and the public. Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals. Ability to understand complex, oral and written instructions. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
High school diploma, GED, HiSET, or equivalent certificate of competency, and four years in progressively responsible supervisory work experience in aircraft rescue-fire-fighting and general law enforcement.

SUBSTITUTIONS
Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Ability to obtain a law enforcement commission from the Greater Baton Rouge Airport Police/ARFF Division.

OTHER JOB ASPECTS
For security reasons, as per TSA provision 1542; all applicant/employees of the Greater Baton Rouge Airport District who have access to restricted areas will be required to have a ten (10) year criminal background check to the extent allowable by the law. Employees found to have an excessive criminal record or other misrepresentations of employment will not be eligible for employment.
