GENERAL DESCRIPTION
Under general supervision of a Housing Program Manager, performs responsible skilled multidisciplinary technical work in the field of residential housing inspection. Work involves the identification of substandard conditions in housing facilities, prepares scope of work and establishes cost estimates for repair or replacement. Monitors rehabilitation work for compliance with building, electrical and plumbing codes and with design specifications. Inspections and rehabilitation monitoring include single- and multi-family properties. Supervises subordinate housing inspectors. Work is performed with moderate independence and is reviewed by superiors through written reports, conferences and results obtained. Performs other work as requested.
ESSENTIAL WORK TASKS
Directs and performs inspection of single- and multi-family housing for purposes of determining substandard conditions, including lead-based paint contamination, violations of housing code, and feasibility of repairs.
Writes specifications for needed repair or replacement; estimates the materials/labor costs of such repairs; monitors rehabilitation construction through the completion with a final inspection, and determines compliance with local and HUD repair standards.
Develops and negotiates change orders for supervisory approval when determined necessary during the course of construction work; prepares and completes appropriate forms; submits forms daily to supervisor; maintains records.
Interprets code requirements; ensures compliance with established codes. Evaluates properties for lead-based paint hazards; develops remediation repair specifications to assure compliance with federal requirements, including oversight for safe work remediation practices.
Explains work characteristics and limitations as defined in program guidelines to housing unit owners and occupants.
Determines the level of construction contract completion for progress payments to contractors.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of regulations and codes with which housing standards must comply.
Knowledge of modern materials, methods, and procedures for routine residential and light commercial housing remodeling and renovation and ability to read and interpret construction plans, blueprints and specifications.
Knowledge of lead-based paint hazards, including the inspection, testing, and oversight of rehabilitation work for the proper and safe remediation of such hazards.
Knowledge of the limitations and regulations of the assigned inspections program.
Skill in the operation of a two-way mobile telephone and the safe operation of a motor vehicle.
Ability to follow written and oral instruction.
Ability to identify substandard housing conditions and to determine the appropriate repair or renovation of structural, plumbing and electrical components necessary for compliance with applicable ordinances and codes.
Ability to complete appropriate forms and maintain records.
Ability to establish and maintain effective working conditions with coworkers, supervisors, contractors, and housing unit owners.
Ability to determine that contractors follow specifications and complete the project.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
MINIMUM REQUIREMENTS
High school diploma, GED, HiSET, or equivalent certificate of competency, and three years of experience in the building trades industry.
SUBSTITUTIONS
Any equivalent combination of education and experience.
CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Certification from the International Code Council (or equivalent organization) in (3) of the following building trade disciplines: residential building inspector, residential electrical inspector, residential mechanical inspector, residential plumbing inspector or property maintenance and housing inspector. Must obtain State certification as a Lead-Based Paint Inspector, Project Supervisor or Risk Assessor within six months following appointments to the position.
