Animal Control and Rescue Center

Under the direction of the Director, Animal Control and Rescue Center, performs responsible administrative and supervisory work managing the daily operations of Animal Controls' three sections and supervision of all section supervisors. An employee of this classification assists the director with special projects, relays information from the director to the supervisors and staff, and manages the department during the director's absence. Work involves the responsibility of rating subordinate supervisor's job performance; and performing maintenance/safety audits. The employee also ensures that policy and safety rules are adhered to, and plans, develops and formulates procedures necessary for efficient enforcement of City-Parish ordinances and State cruelty laws. Work is reviewed through reports, conferences and results obtained. Performs other work as requested.

Assists in planning, reviewing and supervising the work of all supervisors engaged in field enforcement, animal healthcare, and administrative activities. Supervises the training of all staff in specialized departmental operations, procedures and equipment; conducts internal meetings. Performs fleet management duties by scheduling and reporting vehicle usage, oversees vehicle maintenance, monitors fuel consumption, audits and reviews vehicle maintenance records to identify potential problems such as excessive fuel usage. Supervises the maintenance of all records; assists with preparing the budget and various statistical reports; and the purchase of equipment and material. Monitors animal welfare conditions in conjunction with the Veterinarian; investigates special cases, such as felony dog fighting, cock fighting, bestiality and cruelty investigations; assists with preparation of reports on case files. Assists citizens with complaints against employees and conducts internal investigations to resolve problems; helps diffuse irate owner or complainant situations. Supervises Animal Control Officers in the absence of the Field Supervisor; assists officers and field supervisor with emergency standby if necessary; directs departmental activities during the absence of the director. Performs duties akin to Public Information Officer by interacting with the public, coordinates activities with external agencies, attends animal related meetings and promotes responsible pet ownership. Coordinates, supervises and implements special events. Assists with composing and producing educational programs, brochures, etc. for the public.

Knowledge of City-Parish ordinances as they apply to the Animal Control and Rescue Center. Knowledge of City-Parish geography (main highways, streets and landmarks). Knowledge of the general operating methods and practices of other City-Parish enforcement agencies. Knowledge of law enforcement procedures and policies. Knowledge of animals and animal capture techniques. Knowledge of animal control laws and principles. Ability to deal firmly, tactfully, and impartially with people contacted in the course of work. Ability to plan, organize, and supervise the work of a moderate size group of employees. Ability to express ideas clearly and concisely, orally and in writing, to groups, other employees, and the public. Ability to use a computer to prepare accurate reports of a financial, auditing, or statistical nature. Ability to establish and maintain effective working relationships with other employees and the general public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.


Bachelor's degree and two years of experience in law enforcement or animal control work, including one year of supervisory experience.

Any equivalent combination of education and experience.

Must have a valid Louisiana driver's license at the time of appointment and must be maintained throughout employment in this classification. Ability to obtain a law enforcement commission from the Baton Rouge City Police Department. Ability to obtain a law enforcement commission from the Director of the Animal Control Center as amended in Title 14, Section 111 of the Code of Ordinances of the City of Baton Rouge and the Parish of East Baton Rouge.
