GENERAL DESCRIPTION
Under the general direction of the Animal Control & Rescue Center Board, performs responsible administrative work in directing the operation of the Animal Control & Rescue Center. Work involves responsibility for supervising and participating in providing the necessary prevention of cruelty to animals and the enforcement of parish animal control laws. The employee of this class is responsible for disseminating information about the Animal Control & Rescue Center programs and City-Parish animal control ordinances, investigating complaints of cruelty to animals, and interviewing and screening job applicants. Close supervision is exercised over a moderate sized clerical staff and animal control workers engaged in activities related to the operation of the Animal Control & Rescue Center. Work is performed with broad discretion and relative independence. Performs other work as requested.

ESSENTIAL WORK TASKS
Supervises and assigns the work of all Animal Control & Rescue Center employees; interviews and screens job applicants; aids public by answering questions on the Animal Control & Rescue Center and City-Parish laws. Investigates complaints of animal cruelty and mistreatment. Attends various meetings and conferences related to work. Delivers lectures to various civic groups, law enforcement agencies and others and participates in television or other news media interviews to educate the public regarding proper animal ownership and program purposes. Prepares and submits monthly and yearly financial and operating reports to City-Parish officials; prepares annual budget requests.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the Animal Control & Rescue Center operating procedures. Knowledge of the East Baton Rouge Parish animal control laws. Knowledge of the symptoms of rabies and other common dog and cat illnesses. Knowledge of City-Parish geography (main highways, streets and landmarks). Knowledge of the techniques used in capturing dogs and cats. Knowledge of the proper techniques used in the physical handling of dogs and cats. Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals. Ability to establish and maintain effective working relationships with other official groups, other employees, and the public. Ability to prepare accurate reports of a financial or statistical nature. Ability to deal firmly, tactfully and impartially with people contacted in the course of work. Ability to plan, organize, and supervise the work of a moderate sized staff of employees. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree, and three years of experience in law enforcement or animal control work, including one year of supervisory experience.

SUBSTITUTIONS
Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS
