GENERAL DESCRIPTION
Under the direction of a departmental supervisor, performs responsible skilled multidisciplinary technical work in the field of construction inspection of residential and/or commercial projects. Work involves inspection in assigned building trades of a variety of projects completed by contractors for compliance with specifications, ordinances and regulations. Work may also include investigating, enforcing and resolving complaints regarding city codes and ordinances pertaining to signs, housing, litter, overgrowth, abandoned vehicles, garbage containers, and dump sites. Work is reviewed by superiors through written reports, conferences and results obtained. Performs other work as requested.

ESSENTIAL WORK TASKS
Performs inspections of installation and construction projects in process for compliance with codes, plans and regulations; reports all violations observed. Reviews plans prior to issuance of permits for adherence to city and state codes; makes appropriate changes in plans when changes are made in the construction. Reviews and checks blueprints, plans, and sketches for proposed construction, alteration, or repair. Ensures that all workers on a job are qualified and licensed; reports all violations. Prepares and maintains necessary records and reports daily; performs related clerical and record keeping tasks as needed. Assists in resolution of citizen complaints regarding contracted work; responds to inquiries and complaints orally or via written correspondence. Performs inspections of houses and property for conformance with applicable city codes and ordinances pertaining to signs, housing, litter, overgrowth, abandoned vehicles, garbage containers and dump sites; completes necessary paperwork; gathers information and evidence for prosecution of violators; interviews citizens; prepares and presents cases to the Baton Rouge Litter Court and City and Districts Courts; testifies in court as needed.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of materials, methods and practices used in various types of building, electrical, mechanical and plumbing construction and of stages in construction when possible defects and violations may be most easily observed and corrected. Knowledge of possible defects and flaws in design, installation and construction and of appropriate corrective measures. Knowledge of the codes, regulations, and ordinances governing installation and construction, alteration, and repair of residential and commercial improvements. Knowledge of City-Parish Code of Ordinances, City-Parish Resolutions and Unified Development Code (UDC). Knowledge of the geography of East Baton Rouge Parish. Skill in the safe operation of a light motor vehicle. Ability to recognize conditions likely to result in defects in facilities and structures under construction. Ability to read and interpret plans, specifications, and blueprints, and to recognize deviations from such plans in the construction process. Ability to make decisions recognizing established precedents and practices; uses resourcefulness and tact in resolving problems. Ability to explain, interpret, and enforce codes and regulations firmly, tactfully, and impartially. Ability to communicate effectively, orally and in writing, and to effectively respond to complaints concerning plan implementation. Ability to establish and maintain effective working relationships with other employees, contractors, architects, and the public. Ability to work outdoors in a variety of weather conditions. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
High school diploma, GED, HiSET, or equivalent certificate of competency, and four years in code inspection, construction inspection, or building construction work.

SUBSTITUTIONS
Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification): Must have a valid Louisiana driver's license at the time of appointment and must be maintained throughout employment in this classification. Employees of this classification must be registered with the Louisiana State Uniform Construction Code Council at the time of appointment. Also, employees must be certified as an Inspector by the International Code Council (or equivalent organization) in either residential or commercial in all of the following disciplines: building, electrical, mechanical, and plumbing; or both residential and commercial in two (2) of the following disciplines: building, electrical, mechanical, and plumbing, within one (1) calendar year (or two calendar years for Veterans) from the initial employment or employee will be terminated. Obtaining an ICC certification is a requirement of employment, therefore the probationary period will end after the employee has completed six (6) months of employment and received the required ICC certification. Certification as a Certified Building Official (CBO) by the International Code Council (or equivalent organization) may substitute for certification as an Inspector by the International Code Council (or equivalent organization) in either residential or commercial in all of the following disciplines: building, electrical, mechanical, and plumbing; or both residential and commercial in two (2) of the following disciplines: building, electrical, mechanical, and plumbing.
