GENERAL DESCRIPTION
Under the general direction of the Director of Information Services, performs responsible administrative and highly technical work in planning, coordinating, and supervising the work of technical personnel engaged in mainframe computer operations or programming and systems analysis. Employees of this class study the operations, programs, and procedures of the City-Parish government, make recommendations to the Director of Information Services concerning the feasibility of applications, and assist in the direction of the design and installation of those services. General supervision is exercised over subordinate personnel. Performs other work as requested.
ESSENTIAL WORK TASKS
Serves as acting manager in the absence of the Director of Information Services.
Assists in coordinating and supervising the work of technical and clerical personnel engaged in systems analysis, programming, and operations.
Coordinates the various major projects undertaken by the department.
Analyzes, evaluates, and recommends hardware and software solutions, policies, and procedures to meet computer and information needs of the City-Parish government.
Supervises the acquisition and installation of large, complex software systems.
Job reviews.
Training or assisting employees of other departments in the use of software applications.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the procedures involved in systems analysis, programming, data control and input, and operation of mainframe computers and peripheral equipment.
Knowledge of government systems and the conversion and application of those systems to mainframe computers and peripheral equipment.
Knowledge of modern office practices.
Knowledge of general accounting practices and statistical methods and forms.
Ability to plan, organize, and supervise the work of personnel engaged in diverse information systems functions.
Ability to develop and initiate complicated procedures for handling large volumes of work on mainframe computers and peripheral equipment.
Ability to understand and effectively carry out complex oral and written instructions.
Ability to establish and maintain effective working relationships with subordinates, other employees, department heads, manufacturers' representatives and contracted firms.
DESIRABLE QUALIFICATIONS
Bachelor's degree in computer science or a related field, and four years of experience in mainframe computer operations or programming and systems analysis, including two years of supervisory experience.
