GENERAL DESCRIPTION
Under the direction of the Council Administrator/Treasurer, performs responsible supervisory and administrative work as subordinate head of the office of the Council Administrator. Work involves responsibility for exercising administrative functions as assigned by the Council Administrator/Treasurer and acting as Council Administrator/Treasurer in the latter's absence. The employee of this class assists in supervising office employees and maintaining official records, attends Council meeting and assists in taking minutes of proceedings, and assists in the numerous functions and operating procedures of the office. Additionally, performs administrative and fiscal work in investing and accounting for City-Parish funds and in the maintenance of treasury accounting records. Work is carried out in accordance with prescribed procedures under the Plan of Government and ordinances. Performs other work as requested.

ESSENTIAL WORK TASKS
Prepares Council chambers for meetings and participates in the taking of notes during the meetings; assists in the preparation of agendas for all committee meetings. Supervises the City-Parish Mail Services operations. Assists in the supervision of office employees in the performance of all duties and the maintenance of City-Parish records. Handles correspondence in reference to complaints, council activities and related City and Parish affairs. Assists in the preparation of budgets for the Council Administrator's Office and Metropolitan Council; conducts research and compiles reports as requested. Assists in the conduct of elections, conducting schools of instruction for election commissioners and answers inquiries pertaining to all phases of election procedures. Supervises the investment of all funds deposited in City-Parish accounts; monitors the pledging of collateral of all City-Parish deposits. Monitors the City-Parish investment processes in order to make sure all aspects are in compliance with the City-Parish Investment Policy. Monitors all banking service contracts in order to determine compliance with the terms of the contracts. Helps maintain records for Council board appointments.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of modern office practices and procedures. Knowledge of business English, spelling, and punctuation. Knowledge of public finance and accounting methods, principles and techniques. Knowledge of the Plan of Government provisions, laws and acts relating to the handling and accounting for Parish and City funds. Knowledge concerning the wise investment of funds. Ability to learn the organization, methods, procedures and legal requirements of the Council Administrator's office, and to demonstrate thoroughness, accuracy and dependability in carrying out assignments from complex written and oral instructions. Ability to develop and maintain approved systems of accounting and recording. Ability to maintain effective harmonious working relationships with other local officials, the general public and financial institutions.

DESIRABLE QUALIFICATIONS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in public administration, business administration, or a related field supplemented by courses in accounting, and one year of experience in office and public contact work is required. Two years of experience in the field of public administration or governmental accounting, including one year of experience dealing with brokerage houses, investment counselors, and financial institutions, and certification by the International Institute of Municipal Clerks is preferred. Section 8.02 of the Plan of Government: Shall have graduated from an accredited four-year college or university, with courses in accounting, or have at least five years of responsible work in the field of public administration, governmental accounting, or general accounting supervision.
