GENERAL DESCRIPTION
Under the direction of an employee of a higher classification, performs highly responsible administrative and supervisory work in administering the social services programs at Community Service Centers. Work involves responsibility for the planning, development, and operation of various social service programs, as well as the daily operation and maintenance of the community center building. Work is performed with considerable independence within the funding requirements of federal, state and local government. Performs other work as requested.

ESSENTIAL WORK TASKS
Directs a staff of employees engaged in providing social services, educational services and medical services to eligible participants. Develops objectives and goals for the community center; initiates implementation of developed plans. Reviews and approves submission of grants and budgets; reviews operational reports for compliance with funding source regulations. Interviews, hires and disciplines staff members as required. Prepares monthly operating reports. Maintains and safeguards the community center building and grounds. Works with various department heads and outside agencies for compliance with City-Parish regulations. Supervises and trains new employees.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the various social, medical, health and legal benefits available to the economically disadvantaged. Knowledge of the local, state, and federal policies, regulations and procedures regarding grant programs. Knowledge of municipal practices and procedures of municipal budgeting and accounting. Ability to express ideas clearly and concisely, orally and in writing. Ability to effectively supervise a staff of professional, technical and clerical employees. Ability to establish and maintain effective working relationships with governmental officials, other employees, and the general public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

DESIRABLE QUALIFICATIONS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in social welfare, business administration, or a related field and three years of experience involving work with social service programs.

CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must be maintained throughout employment in this position.
