GENERAL DESCRIPTION
Under the direction of the City-Parish Retirement Board of Trustees, performs responsible supervisory, administrative and investment duties as head of the City-Parish Retirement System. Work involves the responsibility of managing a retirement portfolio in excess of 600 million dollars. In addition, ensures all required accounting and retirement records are accurate and complete for use by outside professionals, i.e., actuaries, auditors and legal counsel. Performs other work as requested.

ESSENTIAL WORK TASKS
Coordinates activities of professional consultants, i.e., investment consultants, money managers, custodian banks, actuaries, auditors and legal counsel; evaluates these activities, makes recommendations and presents these activities to the Retirement Board of Trustees. Supervises a moderate sized staff of professional and clerical employees. Acts as representative of the Retirement System to the general public, legislature, and various governmental officials. Prepares office policies and procedures.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles, practices, and procedures governing the investment of funds. Knowledge of current pension laws and practices. Knowledge of governmental accounting and fiscal procedures, principles and procedures. Knowledge of budget procedures, office procedures, practices and equipment. Ability to interpret and analyze financial statements and reports. Ability to effectively supervise professional and clerical staff. Ability to express ideas, clearly and concisely, orally and in writing, to groups and to individuals. Ability to establish and maintain effective working relationships with other employees, retirees and the general public.

DESIRABLE QUALIFICATIONS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in finance or a related field, and three years of experience in progressively responsible positions involving investment of funds and administration of pension benefits.
