GENERAL DESCRIPTION
Under the general supervision of the Director of Human Development and Services, assists in supervising and directing the activities of the Human Development and Services department. Work involves responsibility for supervising departmental personnel, program planning, operation and monitoring, identifying, coordinating and managing all program resources. Work is reviewed through reports, conferences and results obtained. Performs other work as requested.

ESSENTIAL WORK TASKS
Assists in supervising and evaluating the work of departmental personnel. Assists in the preparation of grant proposal narrative and presents grant proposals to review boards, committees and other bodies; monitors grant application process. Monitors and evaluates programs for operational effectiveness and compliance with funding source guidelines; prepares reports of findings and recommendations; assists in developing corrective action plans based on evaluation report recommendations. Meets with program coordinators to provide assistance in organizing support committees, locating facilities, setting up fiscal management systems and related administrative matters. Assists in the preparation and implementation of departmental budget. Organizes special projects for various Human Service programs. Serves as Director of Human Development and Services in the absence of the Director. Promotes use and recognition of the agency and its programs.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of local, state and federal policies, regulations and procedures regarding human service programs. Knowledge of local government organization administration. Knowledge of the techniques and methods of report preparation. Knowledge of available community resources. Skill in dealing with diverse groups within the community. Ability to compile and analyze data and make effective recommendations and decisions. Ability to effectively supervise a large sized staff of professional, clerical and administrative employees. Ability to establish and maintain effective working relationships with administrative officials, other employees and the public.

DESIRABLE QUALIFICATIONS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in psychology, sociology or a related field, supplemented by three years of progressively responsible experience in the social services field, and three years of experience at a supervisory level.
