GENERAL DESCRIPTION
Under the administrative direction of the Mayor-President, supervises and directs the activities of the Human Development and Services Department. Oversees activities of department employees, represents the City's administration on social service matters, and coordinates and implements new programs for citizens of the Parish. Work is performed with much latitude and independence within policy guidelines. Work is evaluated through conferences, observation, reports and for results obtained. Performs other work as requested.

ESSENTIAL WORK TASKS
Conceives plans for new programs; identifies and secures funds for existing and new programs; manages the effective use of program resources. Plans, assigns, supervises and evaluates the works of department personnel. Attends numerous meetings as City's representative on committees and task forces; speaks at various functions. Prepares, implements and monitors approved departmental budget. Serves as liaison for Mayor's office to specified councils and agencies. Maintains personnel records; conducts divisional staff meetings.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the available social services programs and qualifications criteria. Knowledge of modern management methods and practices. Knowledge of available community resources. Knowledge of the City code of ordinances, policies and procedures; and the requirement of Federal, State and local programs. Skill in dealing with diverse groups within the community. Ability to communicate clearly, orally and in writing. Ability to establish and maintain effective working relationships with others. Ability to deal tactfully, firmly and courteously with groups served.

DESIRABLE QUALIFICATIONS

EDUCATIONAL AND EXPERIENCE
Master's degree in psychology, sociology, or a related field; supplemented by four years of progressively responsible experience in the social services field, and four years of experience at a supervisory level.
