GENERAL DESCRIPTION
Under the direction of the Building Official, performs responsible administrative and technical work in assisting in the directing of the activities of the Permits and Inspections Division. Work involves responsibility for assisting in the efficient administration of all building inspections and assisting in the supervision of a large staff of technical and clerical personnel through subordinate supervisors. Work requires the use of independent judgment within established policy guidelines and is reviewed through personal observation, conferences and written reports. Performs other work as requested.

ESSENTIAL WORK TASKS
Assists in the planning and supervision of subordinate staff; participates in the hiring process; trains staff and completes performance evaluations. Consults with contractors, architects, engineers, and related interested parties regarding construction and alteration projects. Appears before various boards and courts to testify in appeals and other legal actions; represents the Building Official at meetings. Acts in the absence of the Building Official. Responds to inquiries and complaints whether in person, by phone or by written correspondence; assists in the resolution of citizens' complaints about contractor performance. Oversees the contract compliance management of all City-Parish building projects; supervises staff of contract managers within the Permits & Inspections Division.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of all types of building construction, materials, methods, and stages of construction, and when possible violations and defects may be most easily observed and corrected. Knowledge of municipal building, plumbing, electrical, fire zone, street-cut, house numbering, and zoning ordinances and codes. Knowledge of the legal procedures involved in enforcing building codes. Knowledge of applicable state, federal, and local laws, ordinances, policies, and procedures. Knowledge of estimating practices and procedures as applied to building, plumbing, and electrical work. Knowledge of policies and procedures of the Inspection Division. Ability to read and accurately interpret plans, specifications and blueprints. Ability to plan, organize, and supervise the work of a large inspectional and office staff in a manner conducive to full performance and high morale. Ability to establish and maintain effective working relationships with subordinates, building owners, architects, contractors, and the public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in construction technology, vocational or industrial education, engineering, architecture, business administration, or a closely related field, and four years of responsible experience in inspection and code enforcement work, including two years of supervisory experience (may include project supervision); plus two years of experience in commercial permitting experience and/or building contract management.

SUBSTITUTIONS
Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Employee(s) of this classification must be registered with the Louisiana State Uniform Construction Code Council. Also, employee(s) must be certified as an Inspector or Plan Examiner by the International Code Council (or equivalent organization) in both residential and commercial in all of the following disciplines: building, electrical, mechanical, and plumbing Certification as a Certified Building Official (CBO) by the International Code Council (or equivalent organization) may substitute for certification as an Inspector or Plan Examiner by the International Code Council (or equivalent organization) in both residential and commercial in all of the following disciplines: building, electrical, mechanical, and plumbing. Must have a valid Louisiana driver's license at the time of appointment and must be maintained throughout employment in this classification.
