GENERAL DESCRIPTION
Under general direction of the City Constable, performs responsible supervisory functions for the City Constable's Office. Work entails directing the work of deputy constables and performing the normal duties assigned to a deputy constable. The employee works with some independence in assigning work to deputy constables and performing the duties performed after conference with the City Constable. Duties are performed according to established laws, rules, and regulations and successfully accomplish assignments. Irregular hours of work may be necessary to effect service or secure attachment in difficult cases. Work is generally subject to review by the City Constable through reports and oral conferences. Performs other work as requested.
ESSENTIAL WORK TASKS
Assigns and reviews work of all deputy city constables.
Acts as City Constable in the City Constable's absence.
Serves as bailiff of City Court; calls court to order, maintains order, and closes sessions; supervises the custody of prisoners while in court; insures that commitment papers are forwarded with sentenced prisoners.
Serves and executes writs of execution, possession, attachments, replevin of judgments or attaches property to assure proper execution of the writ.
Performs investigative work to trace and locate defendants in order to serve legal papers; locates property concealed to avoid attachment.
Serves criminal and traffic warrants; makes arrests.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of law enforcement agencies and techniques and of court procedures and rules.
Knowledge of the procedures, practices and methods used in the service and execution of civil and criminal process.
Knowledge of investigation techniques, particularly as they relate to establishing the ownership of property to be attached and the location of persons to be served with civil process.
Knowledge of civil and criminal procedures and court proceedings.
Ability to supervise a moderate staff of subordinates.
Ability to establish effective working relationships with other employees and the general public.
Ability to deal firmly, tactfully and impartially with people contacted in the course of the work.
Ability to understand and carry out complex oral and written instructions.
Ability to prepare reports and records and supervise the same.
DESIRABLE QUALIFICATIONS
High school diploma, GED, HiSET, or equivalent certificate of competency, supplemented by special courses in law and human relations, two years of experience in work involving public contact in matters of a delicate and controversial nature, and one year of supervisory experience in the field of law enforcement.
