LOCATION OF WORK
Under the appointment of the Parish Attorney, represents the City-Parish government and the Greater Baton Rouge Airport District (GBRAD) in all phases of litigation involving Airport issues. Renders 100% professional legal advice to the Director of Aviation, Airport Commission and Metropolitan Council only pertaining to Airport matters. Provides specialized legal services characterized by complexity, variety, and heavy work volume to the City-Parish government and specifically GBRAD. Supervises subordinate staff and specific aspects of the litigation process. Performs work with professional independence. Work is reviewed periodically through conferences on major legal issues confronting the City-Parish government, GBRAD, Director of Aviation, Airport Commission and Metropolitan Council. Performs other Airport work as requested by the Director of Aviation and answers to the Parish Attorney.
ESSENTIAL WORK TASKS
Serves as legal counsel for GBRAD as to assigned City-Parish programs and agencies generating a wide range of complex issues; researches, prepares and reviews contracts, deeds and easements. Works under the direction and supervision of the Senior Special Assistant Parish Attorney/Airport Legal Counsel in representation of the City-Parish and GBRAD on a wide range of complex issues; researches, prepares and reviews contracts, deeds and easements. Attends meetings with assigned committees and department heads; advises department specific to area of assignment; prepares pleadings, prepares briefs, memoranda, and legal opinions for assigned department heads; appears in appeal cases and docket calls. Represents GBRAD at public and private committee meetings, such as Metropolitan Council, Airport Commission, Airport Contracts Committee, Airport Public Relations Committee, Airport Finance and Planning Committee and others as directed or requested by the Director of Aviation. Meets with contractors, engineers and consultants as representative of the City-Parish government and GBRAD. Lobbies for GBRAD and City-Parish issues as required. Responds to public inquiries when necessary. Performs administrative tasks as required.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the parish, state and federal laws and precedents, with particular reference to the effect on City-Parish government and GBRAD and their operations. Knowledge of judicial procedures and the rules of evidence. Knowledge of the principles, methods, materials and practices of legal research, administration, organization and supervision. Knowledge of civil pleadings and of effective techniques in the trial of such cases. Knowledge commensurate with a broad range of legal subjects and procedures. Skill in the operation of some technical office equipment. Ability to analyze legal issues, facts, evidence and precedents in highly complex cases and to present such materials effectively in oral and written form. Ability to prepare contracts and other legal documents. Ability to deal tactfully and effectively with City officials, court personnel, and the public. Ability to express ideas clearly and concisely to individuals and to groups. Ability to establish and maintain effective working relationships with other employees, City-Parish officials, GBRAD and the general public. Ability to multi-task and make quick and accurate decisions regarding complex monetary and aviation issues.
Juris Doctorate degree, supplemented by five years of responsible work experience in the Parish Attorney's Office or ten years of general legal experience, which should include three years of progressively responsible work experience in aviation law, administration as it pertains to local government functions, including but not limited to airport security and safety, public bids, leases, grants, and contracts.
CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Admission to the Louisiana State Bar.
OTHER JOB ASPECTS
Membership with national and international aviation organizations such as AAAE (American Association of Airport Executives) and ACI (Airports Council International). For security reasons, as per TSA provision 1542, all applicant/employees performing work at the Greater Baton Rouge Airport District who have access to restricted areas will be required to have a (10) year criminal background check to the extent allowable by the law.
