GENERAL DESCRIPTION
Under the direction of a higher classification, performs highly responsible administrative work to provide leadership, tools, information and ideas to help City-Parish agencies, residents, households and businesses use natural resources efficiently, and prevent pollution and improve the economic, environmental and social well-being of current and future generations. As a part of the overall mission of sustainability, serves as Coordinator of the Greater Baton Rouge Clean Cities Coalition (GBRCCC). Work for the Coalition involves supporting the Department of Energy's mission to promote alternative fuels and advanced technologies to reduce petroleum consumption and improve air quality in the metropolitan Baton Rouge area. Work is performed with broad discretion and considerable independence and is evaluated through conferences, reports and results obtained. Performs other work as requested.

ESSENTIAL WORK TASKS
Serves on various boards and committees related to alternative energy/transportation and sustainability; speaks at various meetings and luncheons; serves as information source for media and the general public. Maintains all coalition records including monthly billing, bank records, yearly tax returns and various correspondence; bill stakeholders for yearly dues. Develops and disseminates marketing material; attends related events throughout the year (e.g. Earth Day Festival and Super Science Saturday). Conducts workshops and various targeted meetings designed to promote renewable energy/sustainable development and the Clean Cities Portfolio; attract new stakeholders; and increase alternative fuel usage among fleets in the five-parish non-attainment area. Drafts grant proposals for federal listings and private foundations; responsible for maintaining current on changing technologies, new legislation and various reports and programs. Serves as a liaison with the Clean Air Coalition (CAC), which includes attending meetings, identifying work areas and tasks to coordinate with GBRCCC, providing applicable information to the City-Parish and Mayor's Office and working with DEQ on questions related to CAC and the status of air quality.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of local, state and federal legislation involving air quality. Knowledge of alternative fuels and renewable energy. Knowledge of the transportation sector and the various niche markets, including refuse haulers, public transit and public and private fleet. Knowledge of research practices and principles. Ability to manage projects. Ability to research and write grant proposals. Ability to exercise initiative in implementing programs, and sound judgment in effectively resolving problems both internal and external to the division. Ability to establish and maintain effective working relationships with board members, stakeholders, officials and the public, and to exercise initiative and judgment in difficult situations. Ability to comprehend regulations and changes and to respond accordingly with changes in City-Parish program implementation. Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals. Ability to utilize a computer to interpret and analyze technical and statistical information and to prepare technical, oral and written reports. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in political science, environmental studies, or a related field, and three years of experience involving alternative/renewable energy initiatives.

SUBSTITUTIONS
Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS
