GENERAL DESCRIPTION
Under the direction of the Recycling Manager, performs responsible work developing and managing specific recycling programs for the City-Parish. Work involves promoting participation in waste reduction programs through community outreach venues such as the public education system, community groups, clubs, and organizations. Work also involves creating and presenting reports (i.e. annual parish waste reductions reports, etc.), website maintenance, graphic design and newsletter production. Work is evaluated through regular staff meetings, written reports, community participation in recycling and results obtained by project. Performs other work as requested.

ESSENTIAL WORK TASKS
Develops and implements various school programs including teacher outreach material, requests from teachers, and innovative ways to reach children; develops public outreach opportunities and annual calendar of events. Directs and supervises the work of volunteers for designated Recycling Office public outreach projects; works closely with 'green team' members, custodial and recycling staff members, waste haulers and others. Procures funding in the Baton Rouge business community for Recycling Office projects. Assists or directly manages special collection projects such as the Telephone Book Recycling program, the Christmas Tree Recycling program, America Recycles Day, and Household Hazardous Material Collection Day. Acts as a spokesperson for the Recycling Office as needed; delivers lectures and presentations at local meetings including civic associations, garden clubs, Rotary, book clubs, church groups, and other citizen groups to educate the public regarding recycling programs. Researches and electronically compiles annual residential and commercial waste stream reduction data for East Baton Rouge Parish; utilizes computer input and analysis of data for report summaries, utilizes word processing to produce office and project reports. Develops printed and graphic displays, slide shows, brochures, newsletters and other outreach materials for education/outreach projects and for the manager; updates and oversees the annual printing of the Resource Guide. Researches, investigates and compiles data for analysis as needed for selected Recycling Office projects; maintains current website information and acts as a liaison with the Information Services department; develops and maintains local recycler data bases. Develops new program and partnership opportunities for the Recycling Office; researches best practices for models and ideas for new programming.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of local, state and federal environmental regulations and enforcement procedures. Knowledge of research practices and principles. Knowledge and experience in coordinating community outreach projects and events. Knowledge and experience in the areas of public speaking, workshop coordination and media relations. Knowledge in the use of a computer to input, interpret, and analyze technical and statistical information to produce and maintain databases, produce graphics, and prepare technical reports. Ability to implement programs under the supervision of the Recycling Manager. Ability to exercise sound judgment in effectively resolving problems both internal and external to the division. Ability to establish and maintain effective working relationships with staff, the public, volunteers and members of various agencies and commissions on the local, state, and federal level. Ability to comprehend regulations and make changes accordingly to the current City-Parish program implementation. Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in environmental science, planning, marketing, public relations, or a related field, and two years of experience in recycling, planning, or public relations.

Any equivalent combination of education and experience.
