GENERAL DESCRIPTION
Under the direction of the Executive Director, this employee is responsible for special Downtown Development District (DDD) initiatives, program services, event management, project management, and grant management. Duties involve working in partnership with the public and private sectors, collecting and analyzing data, facilitating stakeholder engagement, formulating policies and procedures to implement projects, creating materials depicting projects and programs, developing and managing grants to implement projects, assisting with coordination of downtown events, and furthering the vision outlined in various downtown master plan documents. Work also involves the use of independent judgment and is reviewed through conferences for desired results. Performs other work as requested.
ESSENTIAL WORK TASKS
Supports the development and implementation of strategic and master plan documents that reinforce the vision of the DDD; serves as a spokesperson to ensure the organization and its mission, programs, and services are consistently presented in a strong and positive image to relevant stakeholders.
Aids in the collection, analysis, and presentation of relevant downtown planning and development data for market growth, annual reports, and special packages.
Builds and establishes partnerships and relationships with downtown businesses.
Works with developers and property owners to enhance retail and commercial spaces.
Updates and maintains economic, business, and property databases.
Researches external grant opportunities, prepares written applications to implement projects, and manages special internal grant programs developed by the DDD to enhance the downtown area; ensures all grant projects meet regulatory requirements and timelines.
Reviews downtown event applications and assists event coordinators with site planning, event logistics, and use of downtown public greenspaces; serves as liaison between event coordinators and applicable East Baton Rouge City-Parish Departments.
Develops, coordinates, and facilitates strategic projects for the downtown area in collaboration with diverse stakeholder groups.
Conducts project research using multiple resources to assist in developing criteria for successful implementation of varied initiatives and projects.
Establishes policies and procedures to implement projects that elevate and enhance downtown public realm infrastructure, parks and greenspaces, placemaking public art, wayfinding, mass transit, mobility, accessibility, and sustainability.
Provides organizational and administrative expertise and support to the DDD.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of Downtown Development Districts, Urban Development, and the resources available to assist in redevelopment of urban areas.
Knowledge of applicable federal, state, and local laws, ordinances, rulings, and regulations regarding economic development.
Skill and proficiency in the use of Windows and Macintosh operating systems and applications.
Skill and proficiency in the use of Microsoft programs, including Word, Excel, and PowerPoint and Adobe programs, including Acrobat Pro, Photoshop, InDesign, and Illustrator.
Skill in the operation of modern office equipment.
Ability to think critically and manage multiple projects and initiatives.
Ability to build community relations and intergovernmental collaborative programs.
Ability to work with City-Parish department leaders and personnel, downtown stakeholders, and the general public.
Ability to work independently.
Ability to establish and maintain effective working relationships with others.
Ability to communicate effectively, including through business writing, telephone interactions, public speaking, and presentations.
Ability to read and understand various types of construction documents and architectural drawings.
Ability to create and monitor project related documents, including biddings, agreements, schedules, work orders, safety reports, certificates of insurance, cost estimates, general and special conditions, scopes of work, and subcontractor applications.
Ability to work in a fast-paced environment with a high degree of organizational effectiveness.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
MINIMUM REQUIREMENTS
Bachelor's degree in architecture, landscape architecture, construction management, urban planning, or a related field, and three years of responsible experience in the area of project management.

CERTIFICATIONS / LICENSES / REGISTRATIONS
