GENERAL DESCRIPTION
Under the direction of the Emergency Medical Services Administrator, performs highly responsible support in the general operation of the East Baton Rouge City-Parish Emergency Medical Services. Performs confidential and highly responsible administrative support work in providing assistance to the EMS Administrator, EMS Medical Director and Chief of Operations in reviewing, analyzing and coordinating departmental projects and programs. Work involves serving as the professional liaison to the EMS Division Managers, EMS Medical Control Committee and local hospital administrators. Work is performed independently and is evaluated through conferences and results obtained. Performs other work as requested.
ESSENTIAL WORK TASKS
Coordinates the human resources functions of the department including payroll, personnel and recruiting.
Actively participates in policy formulation for both administration and operations; assists with the preparation of the departmental budget.
Assists with composing ordinances, resolutions and reports; including cost estimations for Homeland Security.
Assists Deputy Chief with infection control, OSHA regulations and worker's compensation.
Serves as Emergency Medical Services Administrator in the absence of the Director.
Manages clerical office staff and student interns.
Administrative liaison between other departments within the City-Parish and outside agencies such as hospitals administrations.
Oversees the certification of private ambulance employees operating in East Baton Rouge Parish.
Compiles and reviews statistical reports.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of controlling laws and regulations affecting emergency medical services.
Knowledge of Federal Wage and Hour Laws, Worker's Compensation Laws and Labor Laws.
Knowledge of OSHA guidelines.
Ability to establish and maintain effective working relationships with the medical community, governmental administrators, co-workers and the general public.
Ability to gather, analyze and evaluate factual information; prepare concise oral and written reports to make reasoned decisions concerning program design and modification as needed.
Ability to interpret union contracts.
DESIRABLE QUALIFICATIONS
Bachelor's degree in hospital, business or public administration, and three years of administrative experience in the emergency medical service field.
