GENERAL DESCRIPTION
Under the general direction of the Mayor-President, performs highly responsible administrative and planning work in the development, implementation and operation of the East Baton Rouge City-Parish Emergency Medical Services. Work involves responsibility for establishing and providing efficient and comprehensive emergency medical services to City-Parish residents at the basic and advanced life support level. Incumbents must work closely with the medical community, administrative officials, and the general public in designing, publicizing and administering the program. Work is reviewed for adherence to national standards in the emergency medical services field. Performs other work as requested.

ESSENTIAL WORK TASKS
Designs, implements and directs an emergency medical program capable of providing both basic and advanced life support services. Confers with the medical community and administrative officials concerning program objectives, new or revised policies, operating problems and matters affecting other departments or divisions. Informs and educates the public concerning the purposes and capabilities of the program. Designs and implements a management information system for generating statistics on activity levels, response time, types of cases handled and patient distribution for use in program evaluation, planning and modification. Prepares the annual budget.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the modern principles of hospital, business or public administration and management. Knowledge of the modern principles, practices and techniques of emergency medical services at both the basic and advanced life support level. Knowledge of controlling laws and regulations affecting emergency medical services. Ability to establish and maintain effective working relationships with the medical community, governmental administrators, fellow employees and the general public. Ability to gather, analyze and evaluate factual information; prepares concise oral and written reports to make reasoned decisions concerning program design and modification as needed. Ability to design and implement a comprehensive emergency medical services program which can operate within intended funding levels.

DESIRABLE QUALIFICATIONS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in hospital, business or public administration, and three years of administrative experience in the emergency medical service field.
