GENERAL DESCRIPTION
This is highly responsible professional administrative and supervisory work in directing the activities of the East Baton Rouge Parish Mosquito Abatement and Rodent Control District. Work involves responsibility for directing the planning, operation, and financial management of a comprehensive program to identify and eliminate breeding areas of mosquitoes and rodents in East Baton Rouge Parish. Work is performed in accordance with professional standards, procedures, and techniques under the administrative and policy guidance of the Mosquito Abatement and Rodent Control District Board. Performs other work as requested.

ESSENTIAL WORK TASKS
Plans and directs the work of a moderate size staff of professional, technical and skilled employees engaged in the identification and elimination of breeding areas of mosquitoes and rodents in East Baton Rouge Parish. Selects pesticides and application techniques for most effective control of mosquito and rodent population in East Baton Rouge Parish; evaluates effectiveness of program operations and implements changes as needed. Disseminates information to the general public through the various news media on health-related problems of mosquitoes and rodents, and to motivate the general public to eliminate breeding areas and report public health hazards. Prepares budget recommendations for program operations and submits them to the Mosquito Abatement and Rodent Control District Board and the City-Parish Council for approval. Coordinates mosquito and rodent abatement program with appropriate governmental, local health, and law enforcement agencies.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the professional principles and practices of entomology. Knowledge of the modern methods and techniques used in identifying and eliminating mosquito and rodent breeding areas. Knowledge of applicable laws and regulatory codes governing pesticides and their application. Knowledge of administrative techniques related to purchasing, budget preparation and administration. Knowledge of modern office practices and procedures. Ability to effectively plan, organize and supervise the work of a moderate size group of professional, technical and skilled employees. Ability to analyze, develop and implement short and long term plans for effective control of mosquito and rodent populations in East Baton Rouge Parish. Ability to establish and maintain effective working relationships with local and state officials and the general public. Ability to express ideas, clearly and concisely, orally and in writing, to groups and to individuals.

DESIRABLE QUALIFICATIONS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in and attainment of a graduate degree in entomology. PhD and degree in medical entomology preferred.

CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Must possess, or within 6 months of beginning employment, acquire and maintain a Louisiana Department of Agriculture and Forestry (LDAF) Government Pesticide Applicator certification in categories: 8A Mosquito Control, 8B Rodent Control, and 8D Mosquito Control Program Supervisor. Must have a valid Louisiana driver's license at the time of appointment and must be maintained throughout employment in this classification.
