GENERAL DESCRIPTION
Under the direction of the EMS Business Manager, performs highly responsible supervisory and administrative work assisting in the financial operations of the EMS Business Office. Work involves assisting in maintaining all accounting records and financial statements for the efficient operation of Emergency Medical Services. The employee of this class exercises considerable independent judgment in the performance of assigned duties and responsibilities. General supervision is exercised over a staff of professional, paraprofessional and clerical employees. Work is reviewed through discussion and observation. Performs other work as requested.

ESSENTIAL WORK TASKS
Assists in planning, organizing, directing and supervising the work of the EMS Business Office. Assists in preparing the annual operating budget, capital improvements, budget projections and long-term financial projections for planning purposes. Assists in the monitoring of the EMS Business Office to ensure compliance with internal controls, budgetary and fiscal policies and procedures; notifies staff of any changes. Assists in the development of technical specifications for all capital purchases and annual contracts. Serves as head of the EMS Business Office in the absence of the EMS Business Manager. Assists in reviewing legal contracts for compliance with budget and prescribed policies and procedures. Reviews and approves payment of all invoices, purchase orders and payment vouchers. Assists in the area of facility construction and facility maintenance. Assists in the area of vehicle maintenance and indemnification.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of principles, practices, and overall operations of Emergency Medical Services administration and City-Parish rules and regulations. Knowledge of modern accounting principles, practices and procedures, and how they may be applied to municipal accounting situations. Knowledge of the policies and procedures of municipal budgeting, personnel and purchase operations. Knowledge of business English used to prepare correspondence. Skill in the operation and care of computers, calculators and other office machines used in connection with accounting work. Ability to effectively supervise a staff of professional, paraprofessional and clerical employees. Ability to analyze highly complex fiscal and administrative policies and to recommend proper courses of action. Ability to assemble, organize, and present financial, statistical and other material. Ability to establish and maintain effective working relationships with others. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in accounting, business administration or a related field, and four years of experience in progressively responsible positions involving accounting, budgeting, or administrative work.

SUBSTITUTIONS
Any equivalent combination of education and experience.
