Under the direction of the Buildings and Grounds Director, performs responsible administrative, supervisory and engineering work as head of Public Building Maintenance. Work involves managerial planning for future construction projects, security assessment and incident response plans for City-Parish facilities. Work also involves organizing and directing the custodial, construction, electrical and mechanical sections of the division, and overseeing, and conducting inspections of construction projects. The incumbent assists subordinates with professional technical advice, particularly in the area of mechanical and electrical operations and maintenance. The incumbent is also subject to twenty-four hour call for situations of a professional or administrative nature needing immediate attention. Supervision is exercised over unskilled, skilled, and professional personnel. Performs other work as requested.
ESSENTIAL WORK TASKS
Plans, coordinates and directs the activities of workers engaged in construction activities, electrical and mechanical maintenance of equipment in public buildings, and the cleaning and upkeep of public buildings and surrounding grounds. Plans and coordinates critical infrastructure protection and vulnerability risk assessment. Prepares and maintains contracts for building maintenance related projects; prepares bid specifications. Identifies and assigns personnel and equipment for facility and security problems; utilizes leveraging technology, which involves solving facility and security problems using modern techniques and new and innovative approaches. Allocates resources using risk management and leveraging technology. Develops and maintains a comprehensive energy management program to monitor individual facilities for operational efficiencies; studies current trade journals to maintain current knowledge on recent heat, light, power and related equipment developments. Reviews the item and cost estimates prepared by subordinate supervisors; manages the budget to ensure monthly expenditures stay within budget. Coordinates construction and renovation projects with contractors, architects, engineers and the building occupants; oversees and conducts inspections of construction projects. Recommends design changes in mechanical equipment and coordinates change orders in building construction and equipment installation; plans preventive maintenance programs. Attends meetings to evaluate construction progress. Performs difficult staffing duties, including hiring and training qualified employees, dealing with understaffing, performance management and administering disciplinary procedures.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the standard practices, methods and tools used in installing, operating, maintaining, and repairing air conditioning and heating systems. Knowledge of the principles and practices of the electrical trade, construction trade, plumbing trade and other mechanical trades. Knowledge of security policies and procedures for maximum security facilities; and the principles and practices of courthouse security. Knowledge of institutional safety, correctional practices, and prison and detention equipment. Knowledge of energy management and implementation to public facilities. Knowledge of the design, operation and repair of mechanical and electrical equipment. Knowledge of building construction and design. Knowledge of available sources of replacement parts and service assistance. Knowledge of the modern principles and practices of organization management and administration. Ability to read and interpret blueprints, design sketches and other data. Ability to relate intelligently with management, equipment salesmen and service representatives, architects and engineers. Ability to plan, organize and direct the activities of a large division within the Department of Buildings and Grounds in a manner conducive to full performance and high morale. Ability to write thorough and concise reports outlining a preventive maintenance program. Ability to review and determine the validity of time and cost estimates. Ability to establish and maintain effective working relationships with superiors, subordinates, contractors and the public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
High school diploma, GED, HiSET, or equivalent certificate of competency, and six years of experience at the journeyman level in two or more of the major building trades, including two years of supervisory experience.
Associate's degree in construction technology/management will substitute for two years of work experience; bachelor's degree in mechanical engineering, electrical engineering or construction technology/management will substitute for four years of work experience. Six semester (9 quarter) hours in business administration and/or management will substitute for one year of supervisory experience; twelve semester (18 quarter) hours in business administration and/or management will substitute for two years of supervisory experience. The following years of experience meets the journeyman-level experience requirement: air conditioning, heating, and refrigeration (10 years), carpentry (10 years), electrical (11 years), locksmith (10 years), painting (9 years), plumbing (11 years), or roofing (9 years). Any equivalent combination of education and experience.
CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Position(s) of this classification may require at the time of application, possession of the appropriate Environmental Protection Agency (EPA) refrigerant recycling and recovery certification (Type I, II, III or Universal) for technicians (as required under Section 608 of the Clean Air Act, 1990). Position(s) of this classification may require at the time of application, possession of a Journeyman or Master Plumber License from the State Plumbing Board of Louisiana. Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must be maintained throughout employment in this position.
