GENERAL DESCRIPTION
Under the direction of the Director of Aviation, performs highly responsible administrative and supervisory work as division head of the administrative division of the Baton Rouge Airport. Work involves responsibility of directing, planning and supervising the activities of a moderately sized section of professional and clerical employees engaged in developing and negotiating airport contracts, leasing airport properties, analyzing airline fares to ensure affordable and competitive fares, air cargo development, and compliance with Americans With Disabilities (ADA), and Disadvantage Business Enterprise (DBE) in construction and leasing activities. Work is performed with independent judgment in accordance with established federal, state, and local policies and procedures. Work is reviewed through conferences, written reports, and results obtained. Performs other work as requested.

ESSENTIAL WORK TASKS
Plans and directs the work of a moderate sized section engaged in development and negotiation of airport contracts, the leasing of airport properties, and statistical analysis of airline fares to ensure affordable and competitive airline fares. Monitors and evaluates the efficiency and effectiveness of the Administrative Division; identifies opportunities for improvement; makes recommendations to the Director and Airport Commission; prepares and presents statistical documentation to support recommendations. Supervises, develops, and monitors the negotiation of consultant service contracts, leases, concession agreements, and professional service agreements; ensures compliance of contract requirements; reviews, recommends, and establishes rates, fees, and charges; assists airport attorney in researching, implementing, and enforcing contracts and leases. Supervises activities including retail merchandising, air cargo and air service development, the disadvantage business enterprise (DBE) program, and all insurance and liability related activities. Supervises the activities involved with monitoring the fluctuation of airline fares in and out of the Airport, comparing fares with other airports, and preparing statistical analysis on the airline fares. Prepares special projects for the Director of Aviation.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of air cargo operations and property development including leasing, property rental, and contract administration. Knowledge of all federal, state, and local laws as they relate to airport activities. Knowledge of modern practices and procedures of public business administration, office management, and fiscal management. Ability to research, analyze, prepare, and present financial and statistical information. Ability to coordinate a variety of complex airport projects and programs. Ability to supervise a staff of professional, sub-professional, and clerical employees. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships with subordinates, superiors, officials of airlines, auditors, tenants, officials of various agencies, and the general public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in airport, business, or public administration, or a related field, and four years of experience in business or real estate, including one year of supervisory experience.

Any equivalent combination of education and experience.
