GENERAL DESCRIPTION
Under the direction of a higher classification, performs highly responsible administrative and supervisory work coordinating the activities of a Field Operations Section. Work involves responsibility for coordinating and supervising the operations Street and Right-of-Way Maintenance, Bridge and Canal Maintenance, Blight Enforcement, or Transportation Control. Incumbents in this class must exercise considerable independent judgment and discretion in carrying out their responsibilities, and may be on 24-hour call for emergency situations. Work is reviewed through conferences, written reports and results obtained. Performs other work as requested.

ESSENTIAL WORK TASKS
Plans, organizes, and supervises the activities of a Field Operations Section. Makes broad work assignments to division heads within the section; coordinates jobs within the section and with other divisions in the department. Monitors the progress of various maintenance projects assuring compliance with departmental and City-Parish policies. Receives complaints from the public; investigates, and makes recommendations for remedial action. Supervises the herbicide spraying of drainage canals. Prepares cost estimates for maintenance projects; prepares the annual budget for the section.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles, practices, and techniques involved in the management of public works maintenance and construction activities. Knowledge of departmental policies and City-Parish ordinances relating to public works facilities. Ability to plan, organize and supervise the work of a large group involved in diverse activities in a manner conducive to full performance and high morale. Ability to understand and follow complex oral and written instructions and to communicate effectively, orally and in writing, to groups and to individuals. Ability to assimilate information quickly and to make independent decisions. Ability to perform basic mathematical calculations. Ability to establish and maintain effective working relationships with subordinates, professionals and administrative superiors, and the public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in engineering or a related field, and four years of experience in the supervision of large construction or public works maintenance projects.

SUBSTITUTIONS
Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS

Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must be maintained throughout employment in this position.
