GENERAL DESCRIPTION
Under the direction of the Director of Aviation, performs highly responsible administrative and supervisory work as division head of the safety and operation division of the Baton Rouge Airport. Work involves responsibility of directing, planning and supervising the activities of a large section of journeyman level, skilled or semi-skilled workers engaged in maintenance and mechanical repair of the terminal building and airfield. Also supervises the activities of law enforcement and rescue-fire-fighting officers engaged in the protection of life and property and prevention of crime. Work is performed with independent judgment in accordance with established federal, state, and local policies and procedures. Work is reviewed through conferences, written reports and results obtained. Performs other work as requested.

ESSENTIAL WORK TASKS
Plans and directs the work of a large section engaged in maintenance and mechanical repair of the terminal building and airfield, the protection of life and property and prevention of crime. Monitors and evaluates the efficiency and effectiveness of the safety and operations division; identifies opportunities for improvement; makes recommendations to the Director and Airport Commission; prepares and presents statistical documentation to support recommendations. Serves as a liaison for the Airport for FAA requirements including all personnel training requirements. Supervises all safety and operation activities ensuring airport compliance with all FAA and state laws and regulations; modifies programs to comply with new regulations; advises the Director of Aviation and Airport Commission of conditions and/or situations; recommends and ensures changes are made to the Airport Emergency Plan, Airport Security Plan and Airport Certification Manual. Supervises and coordinates daily construction activity; attends construction planning and progress meetings; coordinates construction activity with airport tenants. Prepares special projects for the Director of Aviation. Handle various personnel matters to include participating in job interviews. Attend tenant security and station manager meetings. Oversee the Airport's Stormwater Compliance Program.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of local, state and federal aviation regulation procedures. Knowledge of the operations, functions, policies and procedures of airport regulations. Knowledge of various federal program operations and their relation to airport operations. Knowledge of FAA requirements as they relate to selection and training of airport personnel. Ability to comprehend federal regulations and changes and respond accordingly to changes. Ability to research, analyze, prepare and present financial and statistical information. Ability to coordinate a variety of complex airport projects and programs. Ability to supervise a staff of journeyman level, skilled or semi-skilled workers and law enforcement and rescue-fire-fighting officers. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships with FAA and state officials and other City-Parish departments and divisions. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in aviation management or administration, or a related field, and four years of experience in progressively responsible positions involving airport operation or management, including one year of supervisory experience.

Any equivalent combination of education and experience.

For security reasons, as per TSA provision 1542; all applicant/employees of the Greater Baton Rouge Airport District who have access to restricted areas will be required to have a ten (10) year criminal background check to the extent allowable by the law.
