GENERAL DESCRIPTION
Under the direction of a division head in the Parish Attorney's office, performs advanced legal or law enforcement secretarial work that includes supervising clerical, administrative, and/or legal support staff. Employees of this classification must be familiar with City-Parish Ordinances, Louisiana Revised Statutes, legal terminology, and have the ability to independently prepare and draft hearing dispositions, subpoenas, petitions, temporary restraining orders, injunctions, discovery requests and responses, contracts, and ordinances. Work may include preparing and maintaining case files, conducting legal research utilizing computer research methods, preparing grant proposals and applications, and coordinating division projects. Work also includes a variety of administrative support tasks that relieves the division head of some administrative duties. Employees must exercise considerable independent judgment and confidentiality. Performs other duties as requested.

ESSENTIAL WORK TASKS
Serves as a legal or law enforcement secretary to a division head of the Parish Attorney's office. Supervises legal, clerical, and/or other administrative support staff in the division; oversees the functioning of the division of assignment, serving as office manager. Performs legal and administrative work of a complex nature; prepares and drafts hearing dispositions, petitions for damages, subrogation petitions, temporary restraining orders, injunctions, discovery requests and responses, subpoenas, contracts, and/or ordinances; files and records legal documents. Performs legal research utilizing computer research methods such as Westlaw or Lexis; utilizes conveyance and mortgage records to determine public ownership and to identify potential defendants, etc. Establishes comprehensive case files and maintains an accurate log of all issued citations. Monitors status and progress of all assignments; notifies appropriate staff member to avoid oversight and unscheduled delays; may supervise or complete special projects. May prepare or control the division's budget; monitors expenditure levels; provides fiscal control over expenditure requests. Serves as a liaison between the division head, other City-Parish departments, the Metropolitan Council, Board Members, private attorneys, and the public; coordinates and schedules appointments. Meets with the public and handles legal/and or law enforcement matters related to the City-Parish. Maintains personnel records; prepares payroll, computes overtime and compensatory time, maintains leave records, coordinates vacation and other interacting personnel matters.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of legal terminology, legal format, Business English, Spelling and Arithmetic. Knowledge of court procedures and processes. Knowledge of administrative policies and legislative procedures of the City-Parish government. Knowledge of department and division policies and procedures. Skill in the use of modern office equipment such as computers, typewriters, calculators, copiers, and associated equipment. Ability to supervise the work of a moderate sized office staff, exercise initiative, independence and sound judgment in accordance with established policies and procedures. Ability to read and understand legal documents, contracts, ordinances and property acquisitions. Ability to perform legal research utilizing computer research methods. Ability to independently draft legal documents such as petitions, injunctions, hearing dispositions, subpoenas, contracts, etc. Ability to maintain strict confidentiality of records and materials of a sensitive nature. Ability to prepare statistical analysis. Ability to establish and maintain effective working relationships with superiors, co-workers and the general public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
High school diploma, GED, HiSET, or equivalent certificate of competency, supplemented by courses in business education, and six years of legal or law enforcement secretarial experience, including two years of advanced administrative support experience.

SUBSTITUTIONS
Any equivalent combination of education and experience.
