GENERAL DESCRIPTION
Under the direction of an employee of a higher classification, performs responsible professional and technical work involving landscape architecture and contract management. Work involves reviewing and preparing design contracts and plans, cost estimates, and specifications for projects. May supervise or provide guidance to a small work unit. Work is performed with minimal supervision and subject to review through work completed. Performs other work as requested.

ESSENTIAL WORK TASKS
Designs and/or reviews proposed landscape project plans; estimates implementation cost. Prepares bid packages for projects and programs; conducts pre-bid conferences with contractors and sub-recipients. Analyzes and tabulates bid results; recommends award to appropriate bidder; prepares award documents for purchase order or contract development. Establishes and maintains systems for contract monitoring; monitors contracts emphasizing performance measures and compliance; updates contracts if necessary. Inspects construction work in progress to ensure compliance with landscape specifications; approves quality of materials and work; advises construction personnel. Represents the Department of Maintenance at interagency and public meetings on matters involving landscape design and environmental design. Assists in the review of landscape ordinance plans for Planning Commission and building permit purposes. Attends meetings and performs support activities for the City-Parish's Urban Forestry Program. Reviews the work of lower level employees and/or consultants to ensure accuracy and compliance with proposal objectives.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the nomenclature, principles, techniques, tools, and equipment used in landscape architecture. Knowledge of the principles, practices, and techniques of contract and project management. Knowledge of costs associated with various facets of a design plan. Skill in the use of a variety of computers, and computer aided design and drafting software. Ability to develop and compare specifications and bids. Ability to tabulate and analyze bids. Ability to calculate complex cost estimates. Ability to supervise or provide guidance to a small work unit. Ability to research project and material information as needed. Ability to express ideas clearly and concisely, both orally and in writing. Ability to establish and maintain effective working relationships with coworkers, supervisor, subordinate personnel, and the general public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in landscape architecture or educational equivalent, and one year of experience in landscape architecture.

SUBSTITUTIONS
Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Possession of a license to practice landscape architecture as issued by the Louisiana Horticulture Commission. Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must be maintained throughout employment in this position.
