GENERAL DESCRIPTION
Under general supervision of a departmental supervisor, performs engineering work at the beginning training level in the investigation, design, construction and maintenance of public works projects. Work involves structured training in the practical application of elementary engineering skills. Work may also involve directing and coordinating the activities of engineering survey work. Work is reviewed through inspection, oral and written reports and for results obtained. Performs other work as requested.

ESSENTIAL WORK TASKS
Receives training in the application of professional engineering theories and principles to practical problems and projects. Supervises and assists in all types of surveys such as land, drainage, sewer and street; locates property and lot lines; summarizes and interprets field notes. Prepares preliminary plans; checks final plans for a variety of minor street, sewer, bridge, and drainage projects. Checks and reduces field notes, plots, profiles and cross sections; sets preliminary grades; calculates quantities. Serves as project representative or inspector on moderately complex construction projects, such as paving, drainage, sewer and road construction. Checks lines, grades and topography with a transit and level; corrects plans and estimates based on field work. Determines and gives grade elevations to construction crews for excavation of canals, roadside ditches and storm drain culverts. Inspects construction projects on a continuous basis; works with road lighting districts and annexations; supervises the setting of river gauges, benchmarks, etc. Prepares cost estimates; checks construction plans for compliance with desired design specifications. Prepares engineering plans and maps utilizing computer-aided drafting.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of one of the recognized branches of engineering. Knowledge of modern methods and techniques used in the construction of public works projects. Skill in the use of computers, design/drafting software, CADD (Computer Aided Design Drafting), and surveying practices, and in the conduct of a variety of engineering research projects. Skill in the operation of modern survey equipment. Ability to accurately perform difficult mathematical computations. Ability to design and supervise the construction of moderately complex public works projects. Ability to secure adherence with construction plans and specifications, tactfully and effectively. Ability to supervise the work of sub-professional engineering and/or clerical personnel. Ability to establish and maintain effective working relationships with subordinates, contractors and the general public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's or Master's degree in one of the recognized branches of engineering from the Louisiana Professional Engineering and Land Surveying Board, or notification from a state board of registration for professional engineers of a passing grade on an examination in the fundamentals of engineering.
