GENERAL DESCRIPTION
Under the direction of an employee of a higher classification, performs professional engineering work as an entry level licensed professional engineer in technical field and office work. Work involves planning, design, construction and/or maintenance of City-Parish facilities. Employees may exercise general supervision over a staff of subordinates. Work is reviewed through periodic conferences and reports. Performs other work as requested.

ESSENTIAL WORK TASKS
Assists in planning, organizing, assigning and supervising the design and preparation of engineering plans, functions and activities including, but not limited to: street improvements, intersections (channelization and turning lanes), railroad crossings, bridges and drainage, sanitary sewer and other related public works projects. May supervise the disposal of all non-hazardous, wastewater and solid waste in accordance with permit and compliance orders from EPA and DEQ. Participates in the preparation of grant proposals. Prepares cost and material estimates; inspects construction projects. Prepares and checks bid proposals; prepares proposals for contracts; supervises construction audits and final payments to contractors. Analyzes field survey data in the computation and preparation of rights-of-way maps and plats. Conducts site investigations and prepares reports detailing the results of inspections and recommendations for corrective measures; inspects projects for compliance with plan specifications and ordinances. Reviews plans and calculations for subdivisions, alterations to existing subdivisions, storm drainage and sewer facilities, streets, etc.; provides design information to all engineers.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of one of the recognized branches of engineering. Knowledge of modern developments, current literature and sources of information regarding professional engineering. Knowledge of applicable laws and regulatory codes relevant to the design and construction of public works projects. Skill in the application of computers, design/drafting software, CADD (Computer Aided Design Drafting) and surveying practices, and in the conduct of a variety of engineering research projects. Ability to accurately perform complex engineering computations and to check, design, and supervise the construction of a variety of public and private facilities, and to make comprehensive recommendations on problems encountered. Ability to supervise, if necessary, subordinates in a manner conducive to full performance and high morale. Ability to plan, schedule and review the work of a group of professional and sub-professional assistants in a manner conducive to full performance and high morale. Ability to establish and maintain effective working relationships with superiors, subordinates, engineers, architects, contractors and the public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in one of the recognized branches of engineering from the Louisiana Professional Engineering and Land Surveying Board.

SUBSTITUTIONS
Any equivalent combination of education and experience as recognized by the Louisiana Professional Engineering and Land Surveying Board.

CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Possession of a license to practice professional engineering as issued by the Louisiana Professional Engineering and Land Surveying Board. Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must be maintained throughout employment in this position.
