GENERAL DESCRIPTION
Under general direction and supervision of a Chief Engineer, performs responsible administrative and professional engineering work as a licensed professional engineer directing a major program for departments performing public works functions. Work involves oversight of multi-million dollar capital improvement programs, including budget control, federal and state compliance issues, and administration of contracts for professional engineering and nonprofessional services for construction. Performs other work as requested.

ESSENTIAL WORK TASKS
Oversees multi-million dollar capital improvement programs, including budget control, federal and state compliance issues, and administration of contracts for professional engineering and nonprofessional services for construction. Compiles reports for the Mayor, Council Members, Chief Engineers, and Department Director. Approves invoices and payment requests; reviews and responds to correspondence. Supervises employees regarding plans, specifications, reports and general office procedures. Establishes informational review and development meetings; attends resolution and litigation meetings; attends Metropolitan Council meetings. Investigates and resolves citizen complaints; inspects and investigates construction developments. Prepares specifications and contracts; prepares reports regarding personnel records and time sheets.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of public works operations and maintenance methods, materials, and equipment. Knowledge of the principles and practices of civil engineering, particularly as applied to public works projects, including street drainage and sanitary sewer systems. Knowledge of the modern developments, current literature and sources of information regarding professional engineering. Knowledge of applicable laws and regulatory codes related to public works operational and maintenance activities. Ability to plan, schedule and supervise a large group of professional, sub-professional, skilled and semiskilled employees in a variety of operational and maintenance activities. Ability to plan, schedule and supervise large scale public works programs. Ability to establish and maintain effective working relationships with superiors, subordinates, engineers, architects, contractors and the public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in one of the recognized branches of engineering from the Louisiana Professional Engineering and Land Surveying Board, and nine years of experience in professional engineering, including three years of supervisory experience (may include project management).

SUBSTITUTIONS
Any equivalent combination of education and experience as recognized by the Louisiana Professional Engineering and Land Surveying Board.

CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Possession of a license to practice professional engineering as issued by the Louisiana Professional Engineering and Land Surveying Board. Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must be maintained throughout employment in this position.
