GENERAL DESCRIPTION
Under the general direction of a technical or administrative supervisor, performs advanced technical and supervisory work on multiple, complex, and large-scale projects involving information systems that serve all City-Parish departments, as well as outside agencies, using server-based and/or client-based platforms in both local area and wide area network environments. Work includes planning, organizing, supervising, and performing complex/technical work involving definition, design, analysis, development, implementation, and maintenance of numerous large-scale information systems. An employee in this class is subject to unusual working hours, as well as twenty-four hour call for situations requiring immediate attention. Performs other work as requested.

ESSENTIAL WORK TASKS
Performs work tasks in support of information systems that serve all City-Parish departments, as well as outside agencies. Confers with superiors and users to determine the feasibility of large-scale projects within network environments, including cost of development, appropriate hardware platform, software languages and products, and system architecture and design. Manages, defines, designs, develops, implements, and maintains multiple, complex, and large-scale information systems. Plans, organizes, and manages the work of subordinates engaged in the design, development, implementation, and maintenance of multiple, complex, and large-scale information systems. Coordinates, schedules, and sets priorities for multiple, complex, and large-scale information systems. Supervises and reviews the preparation of documentation, the development of procedures, and the training of personnel for multiple, complex, and large-scale information systems. Evaluates new software and hardware and recommends solutions of departmental computer needs to City-Parish supervisors. Documents system procedures for use by other Information Services personnel.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of large-scale enterprise-wide information systems design and architecture. Knowledge of server-based and client-based hardware and operating systems utilized by the City-Parish. Knowledge of local area and wide area networks and their role in the implementation of multiple, complex, and large-scale information systems. Skill in the use of a light motor vehicle. Ability to successfully manage and supervise multiple, complex, and large-scale, software and/or hardware projects. Ability to plan, organize, and supervise the work of subordinates engaged in the development, delivery, and support of multiple, complex, and large-scale information systems. Ability to manage and organize multiple work assignments and projects. Ability to analyze user requests and determine feasibility. Ability to understand and effectively carry out complex oral and written instructions. Ability to use written, oral, and interpersonal skills to communicate effectively with co-workers and non-technical end-users. Ability to be flexible and adaptable to learn and understand new technologies. Ability to effectively prioritize and execute tasks in a high-pressure environment. Ability to work both independently and in a team-oriented environment. Ability to sit for extended periods. Ability to be highly self-motivated. Ability to supervise subordinates in a manner conducive to full performance and high morale. Ability to establish and maintain effective working relationships with others. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in computer science or a related field, and four years of experience in programming/systems analysis, enterprise-wide server systems operations, geographic information systems, or database administration, including one year of supervisory experience (may include project management).

SUBSTITUTIONS
Bachelor's degree in accounting, business administration, computer science, information systems and decision sciences, or a related field, and four years of experience in project management or business solutions, including one year of supervisory experience. A Project Management Professional (PMP) certification may substitute for one year of experience in project management or business solutions. Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS
