Information Services Department
Under the direction of a technical or administrative supervisor, performs technical work planning, organizing, designing, composing, coding, implementing, and maintaining digital computer documents on the City-Parish government's World Wide Web server. Employees in this class plan, develop, design, establish, and maintain Internet and intranet sites for multiple agencies using technical knowledge and communications expertise to achieve informational goals. Employees of this class are required to work in the Information Services Department. Performs other work as requested.
ESSENTIAL WORK TASKS
Confers with supervisors and users to determine the feasibility, range, scope, cost, content, design, and requirements of implementing documents on a World Wide Web server. Plans, organizes, designs, and manages the architecture, style, aesthetics, and functionality of the City-Parish government's presence on the World Wide Web. Utilizes editorial discretion to develop original or convert existing textual content for electronic media according to accepted publishing standards. Utilizes accepted graphic design techniques to develop the overall look, feel, and aesthetic of the user interface to communicate effectively in electronic media. Maintains effective working relationships with City-Parish information providers to develop useful, accessible, current, and reliable Internet and intranet content. Trains authorized City-Parish users on appropriate software tools and standards to convert, create, and maintain documents on the World Wide Web; continues to supply consulting services as needed. Consults with department/division heads to help them clarify their goals for establishing a web site. Updates and expands information on web sites to attract repeat users. Evaluates and modifies sites as it seems appropriate.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of World Wide Web practices and procedures and understanding of web technology. Knowledge of web authoring tools, viewing methodologies, and hypertext markup language. Knowledge of web graphical design standards and the ability to use these standards to create effective web graphical content. Knowledge of computer local-area and wide-area networks and their role in the implementation of large scale web sites. Knowledge of hypertext markup language (HTML) programming and a willingness to update skills on a regular basis to keep abreast of rapidly changing technology. Ability to write concise, accurate, and grammatically correct material. Ability to employ communications theory concepts to create effective and appropriate web content. Ability to convert existing data sets into effective web content. Ability to successfully manage multiple software projects. Ability to train authorized users on appropriate software tools and standards. Ability to understand and effectively carry out complex oral and written instructions. Ability to establish and maintain effective working relationships with subordinates, superiors, and other employees. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
Bachelor's degree in computer science or graphic design, and one year of experience in graphic communication or web authoring.
Any equivalent combination of education and experience.
