GENERAL DESCRIPTION
Under the general direction of the Director of Information Services, support the management of large-scale projects and day-to-day departmental operations involving the information systems that serve all City-Parish departments. Employees of this class manage complex/technical work involving the definition, design, analysis, development, implementation, and maintenance of numerous large-scale information systems. The position is also responsible for managing key elements of the department's operations and overseeing teams, sections, and workgroups as directed by the Director of Information Services. Performs other work as requested.

ESSENTIAL WORK TASKS
Assists in coordinating and supervising the work of technical and clerical departmental staff. Leads and manages various major Information Services projects from inception to completion to support organizational objectives, optimal performance, scalability, and reliability, including overseeing RFP processes and related vendor selection, planning, implementation, and maintenance activities. Proactively researches and identifies innovative systems and processes that lead to enhanced efficiency for City-Parish operations, and takes ownership in proposing and implementing those solutions. Oversees employee training for proper use of hardware and software, ensures the creation and facilitation of trainings involving existing or new tools, equipment, and solutions, and develops and monitors the implementation of related policies and procedures to meet the technology and information needs of the City-Parish government. Works with other departments and agencies to identify information technology needs, requirements, technical process improvements, and opportunities for collaboration, to facilitate the development and implementation of cross-functional information technology solutions and initiatives. Provides leadership and direction to Information Services staff fostering a culture of excellence, collaboration, and innovation to delivering digital and technology-based solutions and support services. Oversees key elements of day-to-day operations of the Information Services Department such as network administration, system support, cybersecurity, data and analytics, and general technology support. Supports the development and implementation of the department's strategic plan and related City-Parish technology or digital initiatives. Conducts job reviews for direct reports and supports departmental supervisory staff in their efforts to conduct performance evaluations, coaching, development, and mentorship activities. Serves as the department director in the absence of the Director of Information Services.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge and understanding of enterprise-wide information systems, information technology infrastructure and processes, systems administration, and cybersecurity. Knowledge of project management and software implementation, including project planning, execution, and monitoring. Knowledge of local area and wide area networks and their role in the management of multiple, complex, and large-scale information systems. Ability to think critically to resolve challenges, optimize information technology processes and workflows, and address information technology related problems effectively. Ability to effectively communicate, collaborate, and build working relationships with stakeholders at all levels. Ability to assist staff engaged in diverse information systems functions with information technology related needs. Ability to learn and understand new technologies. Ability to establish and maintain effective working relationships with subordinates, other employees, department leaders, City-Parish partners, vendor representatives, contracted firms, and the general public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in information technology, computer science, or a related field, and five years of experience in information technology or systems analysis, including two years of supervisory experience.

SUBSTITUTIONS
Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS
Certifications such as Project Management Professional (PMP), Certified Information Systems Security (CISSP), Information Technology Infrastructure Library (ITIL) or similar are considered a plus.
