Under the direction of a technical or administrative supervisor, performs highly technical work designing, developing, programming, and maintaining enterprise Geographical Information Systems (GIS) databases, applications, and interfaces to various systems on personal, mid-level, and mainframe computer platforms. Duties may include assigning and reviewing mapping work of subordinates, writing GIS programs, and developing and implementing GIS computer applications in an online, real-time environment utilizing multiple operating systems, databases, and programming languages. The incumbent also coordinates activities with all City-Parish departments and Information Services to meet overall objectives. The employee of this class is required to work in the Information Services Department. Performs other work as requested.
ESSENTIAL WORK TASKS
Manages city-wide activities in the GIS program area; implements the GIS program in order to ensure optimum performance and to ensure that customers receive current and reliable information. Develops short and long range plans and goals for the overall direction of the GIS program to include developing, implementing, and monitoring policies and procedures in accordance with current professional standards. Supervises GIS personnel and activities. Supervises acquisition, implementation, and management of all GIS data generated by or acquired from outside departments, including quality control and quality assurance; supervises computer system administration for GIS. Supervises development of city-wide technical standards for data and project production to ensure GIS project quality is met. Develops, programs, and maintains new GIS programs, applications, and systems as well as interfaces between various new and legacy databases; maintains and updates databases using GIS, computer aided drafting, and other software. Conducts mapping research, in the field and in the office, to resolve conflicting information and ensure the accuracy of the data. Coordinates training sessions for GIS personnel and GIS users; trains others on the use of new applications.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of GIS software, operating systems, databases, and programming languages currently used by the City-Parish Government. Knowledge of symbols and terminology used in civil, architectural, or electronic engineering drawings. Knowledge of industry-specific (i.e., wastewater, engineering, planning, and zoning) terminology and symbology. Knowledge of database design, computer systems design, application design, and system implementation. Knowledge of digitizing and data manipulation procedures for geographic information systems. Knowledge of practices, procedures, and techniques used for intranet and Internet deployment of GIS. Knowledge of current management and organizational principles and techniques. Skill in the use of a variety of computers, mapping software, and computer-aided design software. Ability to use graphic instructions such as blueprints, layouts, or other visual aids. Ability to read and use zoning maps, quarter-section maps, plat maps, land use maps, single line maps, aerial photography, blueprints, and engineering plans. Ability to supervise lower level subordinate staff. Ability to analyze work papers, reports, and special projects. Ability to identify and interpret technical and numerical information. Ability to observe and problem solve organizational, operational, and technical policy and procedures. Ability to meet with and receive input from GIS users on all aspects of the enterprise GIS. Ability to present facts clearly and accurately in graphic form. Ability to organize and perform technical research and present findings clearly and concisely to various groups and the general public. Ability to establish and maintain effective working relationships with others. Ability to use written, oral, and interpersonal skills to communicate effectively with co-workers and nontechnical end-users. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
Bachelor's degree in geographic information systems, geography, planning, civil engineering, computer science, or a related field, and four years of experience in geographic information systems, including one year of supervisory experience.
Any equivalent combination of education and experience.
CERTIFICATIONS / LICENSES / REGISTRATIONS
