GENERAL DESCRIPTION
Under the direction of a higher classification, performs advanced level professional work and/or supervises a section of work involved in the design, implementation, and maintenance of a Geographic Information System (GIS). Work involves coordinating digital mapping aspects, quality control/quality assurance, complex GIS spatial analysis, and preparation of maps, charts and drawings. Work requires the exercise of considerable independent judgment in accordance with established policies, rules and regulations. Work is reviewed through inspection, oral and written reports, and for results obtained. Performs other work as requested.

ESSENTIAL WORK TASKS
Supervises and coordinates a section involved in the design, implementation and maintenance of a Geographic Information System (GIS). Performs complex GIS spatial analysis; prepares complex maps, charts and drawings from aerial maps and other survey data; identifies, scales and orients geodetic points, elevations, and other topographic features and cartographic detail. Coordinates digital mapping aspects of computer-aided design for data input into the GIS system; ensures quality control/quality assurance. Ensures quality control/quality assurance, and system integrity of geospatial database. Converts GIS spatial data into various GIS formats. Researches GIS grants; coordinates grant proposal writing; manages grant budget. Maintains complex GIS layers using remote sensing, computer-aided design and other cartography sources. Prepares a variety of complex technical reports, correspondence, manuals, procedures and other written materials. Presents technical reports and demonstrations in areas of specialty. Assists in developing and maintaining GIS problem analysis and resolution techniques. Attends GIS planning meetings; works with GIS project requesters and users to assure project quality and timely completion; works with GIS personnel in various departments. Monitors developments in the field of geographic system usage. Trains GIS personnel on the use of current or new applications.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of a Geographic Information System program. Knowledge of industry-specific (e.g., wastewater, engineering, planning and zoning) terminology and symbology. Knowledge of database design, analysis design and system implementation. Knowledge of digitizing and data manipulation procedures for geographic information systems. Skill in the use of a variety of computers and computer-aided design software. Ability to use graphic instructions such as blueprints, layouts, or other visual aids. Ability to read and use zoning maps, quarter-section maps, plat maps, land use maps, single line maps, aerial maps, blueprints, and engineering plans. Ability to present facts clearly and accurately in graphic form. Ability to organize and perform technical research, and present findings clearly and in an interesting manner to various groups and the general public. Ability to communicate, establish and maintain effective working relationships, with other employees, officials, and the general public. Ability to supervise lower level subordinate staff. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in geographic information systems, geography, planning, civil engineering, computer science, or a related field, and two years of experience in geographic information systems.

SUBSTITUTIONS
Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS
