GENERAL DESCRIPTION
Under the direction of a higher classification, performs advanced level professional, supervisory and administrative work within a Geographic Information System (GIS) division. Work involves coordinating a division involved in the design, development, and implementation of GIS databases, and developing policies and procedures to ensure the quality and integrity of the GIS environment. Work requires the exercise of considerable independent judgment in accordance with established policies, rules and regulations. Work is reviewed through conferences, written reports, and results obtained. Performs other work as requested.

ESSENTIAL WORK TASKS
Supervises and coordinates a division involved in the design, development, and implementation of GIS databases; develops policies and procedures to ensure the quality and integrity of the GIS environment. Develops long-term plans and goals for GIS; evaluates plans provided by lower level personnel. Researches and monitors new developments and applications in GIS; recommends new GIS technology and supervises implementation of approved technology. Researches expanded funding options for the GIS program through grants and a variety of cost sharing approaches. Develops and maintains GIS problem analysis and resolution techniques. Supervises GIS contracts involving all aspects of GIS. Prepares a variety of complex technical reports, correspondence, manuals, procedures and other written materials. Presents technical reports and demonstrations in areas of specialty. Attends GIS planning meetings; works with GIS project requesters and users to assure project quality and timely completion; works with GIS personnel is various departments. Performs supervisory duties including work assignment and review, leave approval, performance evaluations, employment recommendations, and employee counseling and discipline. Trains GIS personnel on the use of current or new applications.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of practices, procedures, techniques and controls used in the analysis and design of a Geographic Information System program. Knowledge of industry-specific (e.g. wastewater, engineering, planning and zoning) terminology and symbology. Knowledge of database design, analysis design, application design and system implementation. Knowledge of digitizing and data manipulation procedures for geographic information systems. Knowledge of practices, procedures and techniques used for intranet and Internet deployment of GIS. Knowledge of current management and organizational principles and techniques Skill in the use of a variety of computers and computer-aided design software. Ability to use graphic instructions such as blueprints, layouts, or other visual aids. Ability to read and use zoning maps, quarter-section maps, plat maps, land use maps, single line maps, aerial maps, blueprints, and engineering plans. Ability to analyze work papers, reports, and special projects. Ability to identify and interpret technical and numerical information. Ability to observe and problem-solve organizational, operational and technical policy and procedures. Ability to meet with and receive input from the GIS users on all aspects of the enterprise GIS Ability to present facts clearly and accurately in graphic form. Ability to organize and perform technical research, and present findings clearly and in an interesting manner to various groups and the general public. Ability to communicate, and establish and maintain effective working relationships, with other employees, officials, and the general public. Ability to supervise lower level subordinate staff. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in geographic information systems, geography, planning, civil engineering, computer science, or a related field, and three years of experience in geographic information systems.

SUBSTITUTIONS
Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS

Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must be maintained throughout employment in this position.
