GENERAL DESCRIPTION
Under the direction of a higher classification, performs sub-professional human resources management work within the City-Parish Department of Human Resources. Work involves assisting in the performance of tasks of limited complexity in one or more specialized areas of human resources. Work is performed in accordance with established policies, rules and regulations. Close supervision and guidance is required until the incumbent becomes proficient enough to exercise judgment in the performance of the duties of the position. Work is evaluated through the Performance Management Appraisal System (PMAS). Performs other work as requested.

ESSENTIAL WORK TASKS
Responds to request(s) for information from employees and the public in one of the specialized areas of human resources. Explains human resources related policies and procedures, and benefits to employees and/or applicants. Assists higher-level human resources personnel with special projects and in verifying reports to ensure information is correct. Creates and distributes a variety of published information, which may include brochures, job announcements/ bulletins, advertisements, training manuals and/or other related information. Assembles packets of information; prepares and maintains a variety of correspondence, records, files, and other related information. Enters information into databases. Reviews, sorts, scans, and files personnel documents; purges files of expired/unnecessary documents. Sorts and mails various personnel information and reports to department/divisions, employees, and the public. Prepares and processes payment vouchers. May be trained in all areas of human resources management.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of best trends human resources management. Knowledge of modern office practices, procedures, and maintenance of official records using computerized equipment. Knowledge of basic mathematical procedures used to make fiscal calculations. Skill in the operation of modern office equipment and in the use of standard computer applications. Ability to understand and follow oral and written instructions. Ability to explain human resources related policies and procedures, regulations and benefits to employees and/or the public. Ability to communicate, orally and in writing, to employees, management, and the public. Ability to work effectively with other employees, management, and the public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Associate's degree in human resources management, business administration, public administration, or a related field.

SUBSTITUTIONS
Any equivalent combination of education and experience.
