GENERAL DESCRIPTION
Under the direction of the Human Resources Director, performs highly responsible administrative, professional, and supervisory work assisting in directing the major human resources functions of the City-Parish government. Work involves the responsibility for assisting the Human Resources Director in directing the City-Parish's human resources programs and services; reviewing and making recommendations concerning the activities and operations of the department; conferring with agency and department heads or other public officials concerning human resources and related problems; and performing other administrative duties. Supervision is exercised over professional, technical, and clerical employees through subordinate supervisors. Work is evaluated through the Performance Management Appraisal System (PMAS). Performs other work as requested.

ESSENTIAL WORK TASKS
Assists in directing all divisions of the Department of Human Resources engaged in the major human resources functions for the City-Parish. Develops long and short term goals, objectives, procedures, and work plans for the department; sets priorities and ensures that goals and objectives are met. Directs and monitors the activities associated with the group health insurance program including negotiation of contracts. Monitors industry trends and employment legislation pertaining to personnel matters. Reviews and analyzes budget expenditures and their impact on the overall operation of the department. Assists the Human Resources Director in providing technical information on matters relating to human resources administration to the Mayor-President, Metro Council, or committees; attends council or committee meetings as requested. Assists the Human Resources Director in preparing and recommending to the Personnel Board rules to carry out the provisions of Chapter 9 of the Plan of Government.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of public human resources in any of the major human resources functions. Knowledge of modern office practices and procedures, especially as they relate to public human resources administration and the maintenance of official records. Knowledge of mathematics and statistics used to make moderately complex computations. Knowledge of the Plan of Government provisions, ordinances, rules, and laws governing the human resources administration of local government. Ability to supervise a moderate sized staff of professional and sub-professional personnel. Ability to establish and maintain effective working relationships with others. Ability to express facts and ideas effectively, both orally and in writing, to groups and to individuals. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in human resources management, business administration, public administration, or a related field, and seven years of professional level experience in human resources, including three years of supervisory experience (may include budget or project supervision).

SUBSTITUTIONS
Equivalent higher education in human resources management, business administration, public administration, or a related field may substitute for work experience.
