GENERAL DESCRIPTION
Under the direction of the Library Director or Assistant Library Director, performs highly responsible professional library work in administering a major function of the parish library system. Work involves planning, organizing, and directing the overall activities of one of the major library divisions, such as Reference Services, Computer Services, Adult Services/Circulation, Young Adult Services, Children's Services, Technical Services, or Branch Services. Administrative direction is exercised over Librarians III. Work is reviewed through periodic reports, conferences, and analysis of results achieved. Performs other work as requested.

ESSENTIAL WORK TASKS
Directs the functions and services of a major division within the Library. Establishes policies, procedures, and guidelines for one of the major divisions in consultation with the Library Director and the Assistant Library Director. Plans and directs system-wide programming for patrons, writes grants, gives book talks and speaks on library related subjects. Requests, evaluates and reviews proposals from vendors for library services, equipment, materials, and resources. Oversees divisional materials collection development. Prepares budget requests to present to the Library Business Manager for inclusion in the annual library budget; submits requests for purchases of library resources and equipment. Determines staffing needs for divisions and sections within the Library. Assists the Library Director and the Assistant Library Director with the development of long-range planning for the library system. Serves as the weekend or night supervisor in charge of the library system. Serves as Library Director in the absence of the Library Director and the Assistant Library Director.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the current principles, practices and procedures of library science, and the ability to apply that knowledge to the system-wide selection of library materials in all formats, implementation of technology, or development of patron services. Knowledge and skill in an online environment and standard office productivity applications. Knowledge of circulation policies, practices, and integrated library systems. Knowledge of print and online library reference and research materials and tools. Knowledge of reader interest levels, books, authors and materials selection tools. Knowledge of clerical processes, procedures and records used in a large library system. Ability to supervise, train, plan and direct the work of a large staff of professional, paraprofessional and clerical employees in a manner conducive to high morale and effective public service. Ability to establish and maintain effective working relationships with employees, library patrons, professional organizations, and community groups. Ability to express ideas, clearly and concisely, orally and in writing, to groups and to individuals. Ability to resolve patron account problems. Ability to push, lift, bend, and reach as needed for shelving, moving heavy boxes of books, tables for programs, etc. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Master's degree from an accredited school of library and information science and three years of experience in professional library work, including two years of supervisory experience.

SUBSTITUTIONS
Equivalent higher education from an accredited school of library and information science may substitute for work experience.
