GENERAL DESCRIPTION
Under the general direction of a City Court Administrator, performs the work of a division head for the Court Services Division of Baton Rouge City Court performing highly responsible work of a coordinating and supervisory nature. Plans, directs, coordinates, and supervises a subordinate staff of supervisors and clerical support staff engaged in school assignments, community service assignments, and activities and responsibilities of the Court Services Division. Acts in the capacity of Sobriety Court Coordinator performing highly responsible work coordinating the activities of a Specialty Court. Work is performed with use of independent judgment within established guidelines and is reviewed through observations of work, periodic staff conferences, review of reports and records, and review of the overall effectiveness of all education programs, Sobriety Court operations, Volunteers in the Court, Community Relations, and the completion of courthouse maintenance requests. Performs special projects and other work as requested.

ESSENTIAL WORK TASKS
Participates in the formulation of policies affecting the overall operation of the Court Services Division; executes and enforces policies and procedures. Develops, revises, approves, and maintains division forms, routines, and schedules. Coordinates the efforts of the Sobriety Court team and provider agencies, ensuring a seamless collaboration between the criminal justice system and the treatment community. Oversees the development of case plans for Sobriety Court participants, monitors the performance of both clients and providers, and conducts audits of client files. Monitors the overall operations of a Sobriety Court and makes regular reports to the judges, court administrators, program director, and the specialty court team. Monitors the collection of program fees, collects statistical data, and prepares statistical reports. Furnishes all information needed for grant reports and evaluations. Attends all required meetings, weekly team staffing sessions, and all Sobriety Court hearings. Maintains knowledge of and compliance with all criteria of the Sobriety Court Program and any grant provisions that may apply. Provides supervision and guidance to subordinate supervisors and staff; conducts conferences with such personnel periodically; conducts informational sessions or programs as needed. Prepares and distributes division statistical reports and records. Reviews staff assignments and coordinates the overall work program for the Court Services Division; initiates work routines, procedures, and methods for efficient operation of the division. Attends meetings with division head staff, court administrators, the Clerk of City Court/Judicial Administrator, and judges. Explores the community for resources available for treatment, rehabilitative services, and educational programs. Researches and develops new programs and their curricula, including videos and supplemental material; makes recommendations to the Clerk of City Court/Judicial Administrator, court administrators, and judges. Recruits instructors for City Court in-house educational programs for offenders; coordinates and supervises school operations; maintains cooperative relationships with public service groups receiving court referred assignments for community service. Coordinates public relations and special events and activities held at the city courthouse or sponsored by City Court. Represents the City Court Judges and Clerk of City Court/Judicial Administrator at various functions; serves as liaisons with public agencies, the department, and the general public. Supervises assignments made to the court runners, including their use and maintenance of the City Court vehicle. Make presentations to schools and outside groups relative to City Court programs.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of modern principles, practices, and techniques of social rehabilitation activities and professional criminal justice treatment modalities. Knowledge of current best-practices used with Specialty Courts. Knowledge and understanding of the criminological and behavioral health needs and tendencies of the Sobriety Court population. Knowledge of community resources and referral agencies. Knowledge of the Court System laws, rules, and regulations affecting operations of the Court Services Division. Knowledge and skill in the use of computer applications and software. Knowledge of the dynamics of group behavior and therapy techniques. Ability to evaluate community resources and make appropriate recommendations. Ability to direct and supervise the work of office staff. Ability to communicate clearly and concisely, orally and writing, to both groups and to individuals. Ability to coordinate a team of professionals in the complex operations of a Specialty Court. Ability to make decisions and respond to problems in accordance with established Court policies and procedures. Ability to establish and maintain effective relationships with subordinates employees, members of other departments, various agencies, and the public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in psychology, sociology, or a related field, and four years of experience in professional level probation or criminal justice work, including three years of supervisory experience.
