GENERAL DESCRIPTION
Under direction of the LWIA Administrative Director, performs professional work ensuring compliance by Louisiana Workforce Investment Act applicants, participants, employees, and service providers with the various federal, state and local laws, ordinances, regulations and rulings regarding equal employment opportunities and affirmative action programs. Work involves the use of independent judgment within established guidelines and is reviewed through written reports and for results obtained. Performs other work as requested.
ESSENTIAL WORK TASKS
Develops and implements a departmental affirmative action plan; develops and enforces policies and procedures; distributes policies and procedures to all interested parties.
Monitors programs and activities for equal opportunity compliance; computes demographics for programs; evaluates providers.
Conducts complaint investigations and fact finding; maintains case files, confidential records.
Provides training to LWIA staff, private industry, Council and contractors; provides technical assistance; serves as liaison.
Conducts annual compliance reviews; prepares annual EEO/AA Report.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of applicable federal, state, and local laws, ordinances, rulings and regulations regarding employee civil rights.
Knowledge of policies and practices of office management and methods of application of such knowledge to varied work problems.
Skill in the operation of modern office equipment, such as, the telephone, calculator, copier, typewriter.
Ability to communicate well both in writing and orally.
Ability to negotiate well.
Ability to remain calm in emotionally stressful situations.
Ability to listen well.
Ability to do accurate research.
Ability to establish and maintain effective working relationships with others.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
MINIMUM REQUIREMENTS
Bachelor's degree in psychology, social science, or a related behavioral science, and two years of experience in equal opportunity and affirmative action programs.
