GENERAL DESCRIPTION
Under the direction of an employee of a higher classification, performs responsible professional administrative work involving advanced grant and contract planning. Work involves responsibility for performing responsible administrative work in planning, organizing, coordinating and evaluating local, state and federal grant programs. Work also involves supervision of the procurement and contract administration process for employment and training activities and services. General supervision may be exercised over a moderate sized staff of professional and clerical personnel. Work is performed within established guidelines and procedures. Performs other work as requested.

ESSENTIAL WORK TASKS
Compiles and analyzes data to assess the need for new social service programs and the effectiveness of existing programs; researches and analyzes labor market information; participates in the preparation of local, state and federal grant programs; reviews final grant proposals for compliance to funding source guidelines. Manages procurement process to obtain training vendors; develops language for bid documents and legal notices; conducts bid conferences analyzing bid results; conducts cost/price analysis and prepare findings; records in procurement files. Develops Job Training Plan including Master Plan and Program Plans; prepares modifications to plan based on changes in program design, goals, training activities and allocations. Manages workflow processes within the Planning/Contracts Unit; supervises subordinates engaged in preparing payment vouchers, procurement, contractual and office correspondence and maintenance of various MIS database records. Prepares reports for submittal to funding sources; develops plans, modifications to plans, contracts, and requests for proposals. Serves as representative of agency submitting grants at local civic and governmental review committee meetings; coordinates review of grant proposals with federal, state and local officials to expedite approval and implementation of programs. Provides technical assistance to program coordinators and service providers; interprets grant regulations and procedures.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of grant and contract management. Knowledge of local, state and federal policies, regulations, procedures and reports regarding grant or contract programs. Knowledge of the techniques and methods of report preparation. Ability to compile and analyze data and make effective recommendations. Ability to effectively supervise a moderate sized staff of professional and clerical employees. Ability to establish and maintain effective working relationships with administrative officials, other employees, and the general public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in business or public administration, psychology, sociology, or a related field and two years of experience involving the preparation or administration of grants and contracts.

SUBSTITUTIONS
Any equivalent combination of education and experience.
