GENERAL DESCRIPTION
Under the supervision of the Director of Human Development and Services, performs works with appreciable latitude for independent action and exercises professional judgment in decision-making and managing functions associated with the education and advocacy services program. Serves as the executive officer for both the Head Start Program and Family Advocacy Services (Social Services) in the administration of educating, instructing, teaching and/or disseminating information that imparts knowledge or skills. Assists in locating and coordinating program services as well as provide assistance with housing, utilities, food, and clothing for children. Fosters a working partnership with Head Start and Family Advocacy Services that offers support to children and families. Perform other duties as requested.

ESSENTIAL WORK TASKS
Develops, implements and monitors an annual budget for Head Start Program and Family Advocacy Services (Social Services), and related programs; assures budget is spent according to plan. Develops policies and procedures; researches, designs and promotes best practices for the delivery of services. Improves the coordination and continuity of services by enhancing collaborative partnerships and community-based prevention practices. Oversees the coordination of activities among the various units of the Division of Human Development and Services with internal and external partnerships, including other programs in City-Parish departments and community-based organizations. Strategically identifies the needs and gaps in services for maximum effects. Assists in renewing annual bus contracts, leases for facilities and licensing; assists in planning and designing of construction for new facilities. Oversees and manages facilities maintenance for all Head Start locations and transportation services for Head Start children. Builds strategic alliance among community-based organizations (public, private and not-for-profit) in order to improve the services and well-being of children and families. Assures enrollment targets are met as required by performance standards, regulations, grants, and contracts. Leads executive management team in preparing grant applications, and other annual reports. Monitors and controls program financial transactions. Responsible for program staffing and personnel actions. Attends local, state, regional, and national meetings as required or requested.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of municipal accounting, budgeting practices and federal grant programs. Knowledge of public, private, or non-profit boards. Knowledge of Head Start Performance Standards, Community Service Block Grant (CSBG) regulations, and related licensing requirements. Skill in the use of computer technology. Skill in conducting annual program self-assessment. Ability to formulate, prepare and submit annual budgets. Ability to conduct a community needs assessment. Ability to establish and maintain an internal communication system. Ability to evaluate staff performance, interviewing and hiring process. Ability to communicate effectively with staff, students, parents, community, private partners and external agencies, and to make informed, objective decisions. Ability to formulate and implement long-range plans for expansion. Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals. Ability to establish a framework for collaborative action and involve the community in developing and supporting shared beliefs, values, mission and goals for the program. Ability to maintain confidentiality of program, staff, and client information. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in social work, public or business administration, early childhood education, or a related field, and five years of experience in education, public administration, human services, or management, including two years of supervisory experience.
