GENERAL DESCRIPTION
Under the direction of an employee of a higher classification, performs technical laboratory work in analyzing substances collected by various East Baton Rouge law enforcement agencies suspected of containing an illegal or controlled substance. Work involves interpreting the evidence data, forming a conclusion based on the results and preparing a written report that is issued to the submitting law enforcement agency. Work also involves testifying as an expert witness in court proceedings. Work is reviewed through periodic conferences or reports. Performs other work as requested.

ESSENTIAL WORK TASKS
Processes and logs in evidence; prepares evidence and properly stores until analysis can be performed; maintains integrity of evidence at all times; completes data entry related to evidence submission and preparation. Operates scientific equipment such as chromatographs, spectrometers, and microscopes; maintains cleanliness, safety, security and organization of laboratory and work area. Performs analysis of alcoholic beverages and illegal or controlled substances; prepares blood alcohol proficiency samples, certifies blood alcohol analyses; prepares briefs of analyses. Disseminates information on evidentiary related subjects to law enforcement agencies and local courts; testifies as an expert witness in court proceedings to explain and defend their qualifications, procedures, data and conclusions. Reads, analyzes and interprets professional journals, technical procedures and governmental regulations to increase overall efficiency of laboratory operations. Maintains continuing education in accordance with established Quality Assurance Standards for Testing Laboratories. Writing and updating policy and procedure manuals.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of laboratory, principles, terminology, and equipment pertaining to analyzing substance suspected of containing an illegal or controlled substance. Knowledge of applicable laws and regulatory codes relevant to analyzing illegal substances in a laboratory facility. Knowledge of evidentiary procedures to ensure integrity of evidence at all times. Skill in the use and care of laboratory equipment. Ability to analyze facts and evidence, arrive at logical conclusions and relate effectively in court proceedings. Ability to express and maintain effective working relationships with supervisors, coworkers and the general public. Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in chemistry, biology, microbiology, toxicology, or a related field.

SUBSTITUTIONS
Any equivalent combination of education and experience.
