GENERAL DESCRIPTION
Under the direction of the Wastewater Treatment Plant Manager, performs responsible professional work supervising all laboratory testing for pollution control monitoring performed by the Wastewater Treatment Facility. Supervision is exercised over all laboratory personnel. Performs other work as requested.
ESSENTIAL WORK TASKS
Supervises and performs advanced or non-routine analysis necessary for pollution control.
Instructs operators, maintenance workers, and laboratory technicians in their work in conjunction with pollution control.
Prepares or reviews pollution control reports for submittal to state and federal environmental agencies.
Plans, organizes, and assigns all laboratory work needed for the performance of all tests and reports required by state and federal environmental agencies.
Establishes all biological and chemical laboratory tests, procedures, and equipment usage necessary to perform all testing required by state and federal environmental agencies.
Ensures safe operating procedures are followed in the conducting of hazardous chemical tests.
Advises plant supervisors.
Prepares correspondence for division manager and Environmental Services Director.
Prepares lab section budget and capital layout.
Coordinates activities with Environmental and Collection Divisions.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of laboratory, principles, terminology, tests, and equipment pertaining to sanitary engineering, pollution and environmental health control, bacteriology, and microbiology.
Knowledge of applicable laws and regulatory codes relevant to pollution control and in methods of operation of a pollution control laboratory.
Knowledge of safety precautions and procedures in dealing with hazardous chemicals and tests.
Skill in the use of complex laboratory equipment.
Ability to supervise, train, and motivate subordinate employees in a laboratory environment.
Ability to perform complex mathematical calculations.
Ability to plan, schedule, and review the work of professional or sub-professional personnel in a manner conducive to full performance and high morale.
Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
MINIMUM REQUIREMENTS
Bachelor's degree in chemistry, biology, or a related environmental science, and three years of experience in a chemical or bacteriological laboratory.
