GENERAL DESCRIPTION
Under administrative direction of an employee of a higher classification, performs highly responsible administrative work in managing and designing the Solid Waste Program. Work involves planning and directing the collection and disposal of all residential, commercial, yard and bulk waste for the City of Baton Rouge/Parish of East Baton Rouge. Work also involves responsibility for overseeing contracts involving solid waste collection through private companies. Work is performed with broad discretion and considerable independence and is evaluated through conferences, reports and results obtained. Performs other work as requested.
ESSENTIAL WORK TASKS
Manages and coordinates collection and disposal of solid waste, equipment required for efficient operation and processing of solid waste.
Manages and supervises all solid waste contracts; assists in preparation for bid specifications; prepares division's budget requests and monitors expenditures.
Develops goals, objectives, policies and procedures for the solid waste program; monitors timely collection and disposal by inspection and customer contact.
Supervises and assists in investigating and resolving customer complaints; provides requested information and reports regarding solid waste services; represents the City-Parish at community meetings.
Researches new developments in solid waste related technology and equipment; develops recommendations to improve operations.
Coordinates debris collection subsequent to natural disasters.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of local, state and federal environmental regulations and enforcement procedures.
Knowledge of City-Parish ordinances and regulations regarding the disposal of solid waste.
Knowledge of procedures and equipment used in the collection and disposal of waste.
Ability to exercise initiative in implementing programs, and sound judgment in effectively resolving problems both internal and external to the division.
Ability to establish and maintain effective working relationships with staff, the public and members of various agencies and commissions on the state and federal level.
Ability to comprehend regulations and changes and to respond accordingly with changes in City-Parish program implementation.
Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals.
Ability to utilize a computer to interpret and analyze technical and statistical information and to prepare technical, oral and written reports.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
MINIMUM REQUIREMENTS
Bachelor's degree in environmental science, business/public administration, or a related field, and three years of solid waste collection and disposal experience, including two years of supervisory experience.

Any equivalent combination of education and experience.
