GENERAL DESCRIPTION
Under the direction of an employee of a higher classification, performs highly responsible supervisory work in directing legal investigators and investigations conducted by the Parish Attorney's office. Work involves planning, organizing and supervising a staff of Legal Investigators in investigative procedures and techniques, conducting special investigations of a sensitive and complex nature, serving as liaison with other federal, state and local law enforcement agencies, and performing related administrative duties. Technical supervision is exercised over a staff of legal investigators. Performs other work as requested.
ESSENTIAL WORK TASKS
Formulates policies and procedures governing investigators of the Parish Attorney's office; establishes training programs for legal investigators; supervises investigators regarding policies and procedural changes in city courts.
Establishes investigative workloads based on complexity of cases and priority of assignments; conducts conferences with investigators on complex cases to determine courses of action; reviews completed investigations for completeness, adequacy and sufficiency.
Assists a staff attorney with the preparation of cases before the City Prosecutor's office and the court system; works closely with all City Court Judges on criminal and traffic offenses that require follow-up investigations; reviews and examines victims' files before the courts; writes offense reports when reporting offenses.
Reviews applications for Bingo license to determine eligibility; reviews all reports submitted by Bingo investigators for completeness.
Screens applicants for legal investigator positions and makes recommendations; investigates improper work performance of investigators and implements appropriate disciplinary actions.
Initiates investigations and conducts surveillance of establishments licensed under the ABC ordinance.
Prepares and executes search warrants in connection with alleged violations of the ABC ordinance; issues citations, summons, and subpoenas; makes arrests for the aforementioned violations.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of laws governing legal investigations and admissibility of evidence.
Knowledge of modern principles, practices and techniques used in conducting criminal investigations and criminalistic.
Knowledge of jurisdiction and investigatory capabilities of various federal, state and local law enforcement agencies.
Skill in the proper use and care of firearms.
Ability to plan, supervise and conduct criminal investigations, ascertain facts and obtain evidence.
Ability to effectively supervise a large staff of legal investigators.
Ability to establish and maintain effective working relationships with others.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
MINIMUM REQUIREMENTS
Bachelor's degree in criminal justice, law enforcement or a related field, and two years of experience in conducting investigations, including one year of supervisory experience.
SUBSTITUTIONS
Any equivalent combination of education and experience.
CERTIFICATIONS / LICENSES / REGISTRATIONS
