GENERAL DESCRIPTION
Under the direction of the EMS Administrator, performs highly responsible supervisory work in the planning, development, and operation of Emergency Communications. Work involves supervising the receipt and dispatch of Fire, Police, and Emergency Medical Services (EMS) emergencies, with direct supervision exercised over the Emergency Communications Shift Supervisor and the Emergency Communications Assistant Shift Supervisor positions. Performs other work as requested.
ESSENTIAL WORK TASKS
Administers daily operations of all equipment and personnel of the Emergency Communications.
Reviews and evaluates the work of all subordinate division personnel.
Completes any special projects assigned by the EMS Administrator, such as researching new communications equipment or procedures, reviewing division operations, and making recommendations for changes or improvement, or any related assignments.
Acts as the liaison between the department and all City-Parish communications user agencies; attends special emergency planning meetings.
Responds to emergency situations regarding Emergency Communications on a twenty-four-hour basis.
Collaborates with shift supervisors on personnel assignments to ensure adequate staffing of the Emergency Communications Center; maintains minimal staffing levels.
Monitors standard operating procedures for the Emergency Communications; works in conjunction with Fire, EMS, Police, and the East Baton Rouge Parish Mayor's Office of Homeland Security and Emergency Preparedness (MOHSEP) in the planning and execution of training drills.
Investigates complaints against Emergency Communications to determine if a problem that may exist is procedural or personnel-related; provides discipline as needed.
Acts as the custodian of records for the judicial process of involving the release of EMS 911 recordings and related EMS Computer-Aided Dispatch (CAD) documents to duly authorized litigants and/or prosecutors.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the rules and regulations of the Federal Communications Commission, City of Baton Rouge/Parish of East Baton Rouge, and the Department of Emergency Medical Services.
Knowledge of computer-aided dispatch as related to public safety and 911 systems.
Knowledge of the International Academies of Emergency Dispatch (IAED) and Priority Dispatch Quality Assurance (ProQA) programs.
Knowledge of first aid treatment and techniques.
Knowledge of the names and locations of the streets and principal buildings of East Baton Rouge Parish.
Knowledge of the judicial process (as related to providing records) and Health Insurance Portability and Accountability Act (HIPAA) laws.
Ability to maintain effective working relationships with others and mediate personnel disputes.
Ability to represent the Department of EMS in a highly professional manner with other agencies and the public.
Ability to coordinate the activities of public safety agencies and establish standards for the operation of the Emergency Communications Division.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
MINIMUM REQUIREMENTS
High school diploma, GED, HiSET, or equivalent certificate of competency, and five years of experience in emergency communications, including two years of supervisory experience.
SUBSTITUTIONS
Any equivalent combination of education and experience.
CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Registration as an Emergency Medical Technician Basic by the National Registry of Emergency Medical Technicians, and certification by the Louisiana Department of Health and Hospitals, Office of Public Health, Bureau of Emergency Medical Services. Must be certified as an Emergency Medical Dispatcher. Must have a valid driver's license at the time of appointment and must be maintained throughout employment in this classification.
