GENERAL DESCRIPTION
Under the direction of the EBRP Communications District Manager, performs highly responsible supervisory work in the planning, development, and operation of the Emergency Communications Division of the Communications District. Work involves supervising the receiving and transmitting of fire, police, and EMS emergencies, with direct supervision exercised over Emergency Communications Shift Supervisor and Emergency Communications Assistant Shift Supervisor positions. Performs other work as requested.
ESSENTIAL WORK TASKS
Directly administers daily operations of all equipment and personnel of the Emergency Communications Center.
Reviews and evaluates the work of all subordinate division personnel.
Completes any special projects assigned by the EBRP Communications District Manager such as researching new communications equipment or procedures, reviewing division operations and making recommendations for changes or improvement, or any related assignments.
Acts as the liaison between the department and all user agencies in the EBRP Communications District; attends special emergency planning meetings.
Responds to emergency situations regarding the Emergency Communications Center on a twenty-four hour basis.
Works in conjunction with shift supervisors on personnel assignments to ensure adequate staffing of the Emergency Communications Center.
Responsible for standard operating procedures for the Emergency Communications Center; works in conjunction with Fire, EMS, Police, and the Department of Emergency Management in the planning and execution of training drills.
Investigates complaints against the Emergency Communications Center to determine if a problem that may exist is procedural or personnel related; provides discipline as needed.
Acts as the custodian of records for the judicial process of providing 911 recordings to duly authorized litigants and/or prosecutors.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the rules and regulations of the Federal Communications Commission, City of Baton Rouge/Parish of East Baton Rouge, and the Department of Emergency Medical Services.
Knowledge of computer aided dispatch as related to public safety and 911 systems.
Knowledge of first aid treatment and techniques.
Knowledge of the names and locations of the streets and principal buildings of East Baton Rouge Parish.
Knowledge of the judicial process (as related to providing records) and HIPPA laws.
Ability to maintain effective working relationships with others and mediate personnel disputes.
Ability to represent the EBRP Communications District in a highly professional manner with other agencies and the public.
Ability to coordinate the activities of public safety agencies and establish standards for the operation of the Emergency Communications Center.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
MINIMUM REQUIREMENTS
High school diploma, GED, HiSET, or equivalent certificate of competency, and five years of experience in emergency communications, including two years of supervisory experience.
SUBSTITUTIONS
Any equivalent combination of education and experience.
CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Must be National Registry of Emergency Medical Technicians (EMT) Basic certified and certified by Louisiana Department of Health and Hospitals, Office of Public Health, Bureau of Emergency Medical Services as an Emergency Medical Technician-Basic or must possess and maintain a valid license to practice practical or registered nursing in the State of Louisiana.
