GENERAL DESCRIPTION
Under the direction of a higher classification, performs advanced level work developing, implementing, and maintaining data and performance processes to measure, evaluate, and assure quality and performance of a department or program(s) responsible for the day-to-day implementation and coordination of data management activities. Work involves responsibility for highly complex review of applications for various programs and services assuring compliance with state and federal performance requirements. Work requires the exercise of independent judgment in accordance with specific funding source requirements. Work is reviewed through conferences, written reports, discussions, and observation of results obtained. Performs other work as requested.

ESSENTIAL WORK TASKS
Organizes and implements correct data collection policies and procedures. Trains employees on proper data collection methods, tools, and equipment; establishes data collection quality standards and ensures they are met. Analyzes and uses data to monitor program indicators, staff performance, and identify gaps in available services in order to analyze and devise performance methods to increase efficiency, performance, and adapt them to new requirements. Manages contracts with all software vendors associated with data collection and management; ensures that software functions properly at all times and the data management system is operating correctly. Develops procedures and methodologies for data collection and analysis; develops special reports upon request. Ensures data management system is compliant with all relevant laws and regulations; evaluates data management system to improve operational procedures. Participates in federal, state, and local conferences and meetings related to data management. Researches, conceptualizes, and implements service-level and client-level reporting systems. Provides leadership and technical advice to staff regarding data system utilization, revision, and expansion. Coordinates the integration of data collection strategies and applications, including activities to support the data system, promoting data consistency and quality, and providing oversight and day-to-day management of program specific software. Provides input in the development and/or revision of software application specifications, business rules, and system policies and procedures. Keeps abreast of new developments in data collection technology and strategies; coordinates and oversees changes and enhancements to department or program website. Performs data linkage using standardized data in preparation for linkage to other databases. Participates in the preparation of reports to funders and stakeholders. Ensures data quality through development and maintenance of edit queries; checks for duplicates on a routine basis and corrects data errors and inconsistencies. Provides training and technical assistance related to data entry and reporting to sub-recipients and other parties. Produces time-defined (monthly, quarterly, etc.) department or program reports for staff review and to be used for planning, monitoring, and evaluation. Develops new databases as needed by the department or program; documents new procedures and any corrections made to the databases. Assists with the automation of routine tasks to enhance functioning of current department or program databases; provides written documentation of programming and operating procedures.

Knowledge of automated client-level reporting systems capabilities. Skill at the intermediate level or higher in Windows-based word processing, spreadsheet, and database software applications. Ability to use email and the Internet as an integral component of job activities. Ability to make logical and sound judgments in problematic situations. Ability to anticipate potential problem areas and intercede appropriately. Ability to prioritize needs and plan accordingly. Ability to work with people of diverse ethno-cultural groups in a sensitive, non-judgmental manner. MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in public administration, business management, or related field, and one year of experience in data management.

SUBSTITUTIONS
Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS
