GENERAL DESCRIPTION
Under the administrative and policy guidance of the Office of Social Services, City and Parish Councils and the Mayor-President, performs highly responsible administrative and supervisory work in administering the programs of a large community action agency. Work involves responsibility for the planning, development, operation and financial management of the various social service programs administered by the Office of Social Services. General supervision is exercised over program supervisors and administrative staff supervisors and indirectly over a large staff of professional, technical, sub-professional and clerical employees. Work is performed with considerable independence within the funding requirements of federal, state and local government. Performs other work as requested.
ESSENTIAL WORK TASKS
Develops short and long range objectives and goals for Office of Social Services programs and projects based on guidance of the Director of Human Development and Services and funding sources, initiate implementation of developed plans.
Plans and directs a large staff of professional, technical, sub-professional and clerical employees engaged in providing preschool day care and education services, juvenile delinquency prevention counseling and recreational services, information and assistance in obtaining financial assistance, other social services and in performing administrative support activities to these programs.
Reviews and approves submission of all grants and budgets, reviews operation and financial reports for accuracy, completeness and compliance with funding source regulations; approves all financial, personnel and related transactions.
Represents Office of Social Services at governmental and civic meetings reviewing social services grants, budgets and operations.
Speaks on television, radio and to community-based organizations on the activities of Office of Social Services; supervises a public relations program for disseminating information through the news media and publications.
Budget preparation and management.
Organizes IRS Tax Assistance Program.
Organizes Health Fairs/Energy Forums.
Serves as liaison with state and federal agencies, city/parish departments and one-stop shop managers.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of grant management.
Knowledge of the local, state and federal policies, regulations and procedures regarding grant programs.
Knowledge of municipal practices and procedures of municipal budgeting and accounting.
Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals.
Ability to establish and maintain effective working relationships with government officials, other employees and the public.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
MINIMUM REQUIREMENTS
Master's degree in business or public administration, psychology, social work, sociology, or a related field, and three years of experience in administrative and supervisory work.
